Preliminary Allocations are coming!

The Federal Systems Team is happy to report that ODE received preliminary allocations for the following Title Programs from the U.S. Department of Education (ED) on March 13, 2026These allocations will cover the 2026-2027 school year.

  • Title I, Part B  
  • Title I, Part C 
  • Title I, Part D  
  • Title II, Part A  
  • Title III, Part A 
  • Title IV, Part A 
  • Title IV, Part B 
  • McKinney-Vento  

ODE staff are working to create preliminary allocation information for districts as quickly as possible. FST expects to post preliminary allocation information on the ESEA Allocations Webpage within the next two weeks. Please reach out to the appropriate ODE program specialist with questions regarding budget planning. 

Please note that these allocations are not final and should be used cautiously to guide planning for the upcoming school year. Preliminary allocations are based on ED’s budget and are allocated to states and districts based, in part, on census information and information submitted through the Consolidated District Performance Report (CDPR). As a result, small corrections to this nationwide data may result in changes to your district’s allocation for SY 2026-27.  


ESSA Quick Reference Brief Spotlight: Equitable Services

Each district that receives federal funds must designate a portion of those funds to address the strengths and needs of eligible students, as well as their teachers and families, in the private, non-profit schools that choose to participate. In ESSA Quick Reference Brief: Equitable Services learn about the requirements for delivering equitable services (including consultation, calculation of the equitable share, and evaluation of programs) as well as considerations and recommendations for practice.

ODE’s New Unified Application Includes Changes to CIP Budget Narrative

On March 16, ODE launched the Unified Application, a long-term effort to streamline state and federal grant processes and refocus planning on what matters most: improving student outcomes. Beginning in June 2025, 34 pilot districts partnered with ODE in a thoughtful co-creation process to develop the Unified Application. This spring, those pilot districts will submit a new, streamlined application through two windows:  

  • Window 1 includes redesign of the state grants and application processes.  
  • Window 2 includes a new, streamlined CIP Budget Narrative.  

Although only pilot districts will participate in the application pilot this spring, all districts will experience changes to the 2026-27 Budget Narrative —including:  

  • Reduced questions: Districts will answer fewer questions in the budget narrative across all ESEA Title programs.  
  • Revised guidance for describing activities: ODE developed a Budget Standards Guide to help districts submit essential information to ODE when applying for ESEA funds, removing the need for narrative responses. 
  • New pathways to submit prerequisite documents to ODE: All districts are required to submit their prerequisites to ODE to receive funding. The table below shows the deadlines for both pilot and non-pilot districts to submit pre-requisite information. Districts not participating in the pilot are welcome to complete the prerequisite documents prior to their deadlines.  

Unless otherwise indicated, all districts will submit their prerequisite forms through a OneDrive file that is unique to their district. Please reach out to your regional ESEA contact with any questions.

Ensure Equitable Service Consultation is Ongoing 

As spring nears, it’sa great time to review equitable service budgets to ensure that all equitable service funds will be allocated in the school year in which they were allocated. Then, schedule a phone call, in-person, or virtual meeting with the private school leader to let them know what you have learned. It is also a good time to continue discussions on how equitable service programs will be evaluated for effectiveness. And, of course, consultation for the 2026-2027 school year should be underway as well!

Join us for a Federal Systems Webinar! Budgeting and Planning for 2026-27 and Beyond

It has been a rollercoaster this year in federal programs, and many districts have shared the planning challenges they are facing amid funding uncertainty. This webinar offers an opportunity for those who work with Title funds to come together to discuss:

  • What we need to keep in mind 
  • What happens next

Division 22 Standards Professional Learning Series: Spring Session

This professional learning series is designed to support district leaders’ understanding and implementation of the requirements within Oregon’s Division 22 Standards for Public Schools. Join virtually on Friday, April 3, from 9:00 -10:15 a.m. The agenda includes the following topics: 

  • Division 22 Hot Topics/Updates from ODE Staff 
  • New Resources for documenting/communicating about the district K-12 instructional program 
  • Instructional requirements for students identified as TAG 

A more detailed agenda will be sent to registrants in advance of the meeting.
