Background
Authorization
The State Summer Learning Grant Program is authorized under House Bill 2007. Funding for the 2026-28 cycle is contingent on the availability of state funds.
The State Summer Learning Grant awards for summers 2026 - 2028 will be determined through a competitive process that considers both local need and program quality.
The RFA provides detailed guidance on the grant’s purpose, goals, eligibility requirements, and application parameters to help applicants develop strong, aligned proposals. Please review the RFA carefully to ensure your application meets all criteria for a successful program.
To be eligible for a Grant under this RFA, Applicants must be one of the following entity types and meet the criteria below:

A School District organized under ORS 332;

An Education Service District (“ESD”) organized under ORS 334;

A Public Charter School as defined in ORS 338.005; or
-
A Consortium of the above entities; and

Demonstrate capacity to operate an in-person Summer Learning Program that uses Research-Aligned Strategies, meets Grant requirements, and aligns with Grant goals (Section 2.3.3 and 2.4.1 of the RFA).
Funded applicants may receive up to $1,000,000 per year, calibrated to student enrollment, program scope, and demonstrated need. ODE may adjust or reduce awards based on legislative appropriation or grantee performance.
