District Equity Committees (OAR 581-022-230)
ODE is developing draft rule changes pertaining to District Equity Committees (OAR 581-022-230) to propose to the State Board of Education for adoption in Spring 2026. This rulemaking is part of the implementation of HB 2453, which made changes to how District Equity Committees operate. ODE is hosting an engagement session on these draft rules on Wednesday, December 17 from 3:00-4:00pm. This session is open to all education partners and community members; all attendees must register via this link. Please register as early as possible to aid our planning and facilitation of the session. You may also provide input on the draft rules through this engagement survey. Please reach out to ODE.EII@ode.oregon.gov with any questions.
25-27 SIA Grant Agreements
25-27 SIA Grant Agreements were sent for signature via Smartsheet to superintendents and business managers on November 12, 2025. Grant agreements should be signed by district staff with signatory authority, approved by the grantee governing body, and posted to the district website. Once these three items have been completed then we can add the rest of your 25-26 allocation onto your existing SIA subgrant in EGMS.
Q1 Reporting was due November 15, 2025
Please submit your balanced 2025-26 budgets in your Grantee WorkApp.
25-26 Early Indicator and Intervention Systems allocations
The 25-26 Early Indicator and Intervention Systems allocations are now available on the OEII webpage. Allocation amounts are updated for 25-26 in your Integrated Programs budget. Grantees will be notified when 25-26 EIIS Grant Agreements are prepared.
25-27 ESD Technical Assistance allocations
The 25-27 ESD Technical Assistance allocations are now available. Grant Agreements were sent via email from Brittany Deckard to ESD Superintendents and CFOs on December 3rd, 2025. Funds will be made available to claim in EGMS as soon as agreements are signed, returned, and verified.
Reminder: The Required Monthly Submission and Reporting Calendar lists all required school district submissions for the 2023-24 school year.
Professional Learning Opportunities
High-Dosage Tutoring Community of Practice – January - April 2026
ODE is launching another High-Dosage Tutoring (HDT) Community of Practice in January. All Oregon districts or ESD leaders planning or implementing HDT are invited to participate. Districts receiving the HDT Supplement are required to participate. Participants will learn about current research on effective HDT, identify key actions for high-quality implementation, and share resources and best practices.

Every Day Matters: Attendance Learning Series
The Every Day Matters team invites you to the Attendance Learning Series! Register for the series, which is scheduled for the second Thursday of the month at 3:35pm. The focus of the series is to build shared understanding, strengthen local strategies, and create a learning network for those working to improve attendance outcomes. Phoenix-Talent school will be presenting at the December 11 learning series on family engagement.
Phase 2: Research/Analysis to Inform Oregon’s Implementation of the Modernized National Career Clusters® Framework
The Oregon Department of Education’s (ODE) Office of Education Innovation and Improvement (EII) and the Higher Education Coordinating Commission’s (HECC) Office of Community Colleges and Workforce Development (CCWD) staff assigned to the Modernized National Career Clusters® Framework started the next phase of the work in November.
The multi-phase plan, announced last month, is set to thoughtfully align Oregon’s systems and programs with the modernized framework. For more information, please click here.

FAQs
Q: What should schools do to support students who are experiencing absence or have planned absences?
A: Under OAR 581-021-0081 (5)(a-b), schools must provide support for students to attend school regularly, as well as support for learning when students are absent. Some key considerations include:
Provide meaningful learning opportunities, beyond homework, such as virtual participation, and other strategies for two-way communication that can support learning and student mental health and wellbeing. To record a student as being in attendance, schools must take daily attendance (within a 24-hour window) and provide substantive interaction with a licensed or registered teacher or with educational staff (e.g. instructional assistants, paraprofessionals, or TAPP family advocates).
Allow at least one day per absence to complete work, without penalty if submitted within a reasonable timeframe. Collaborate with students and caregivers to provide culturally responsive and linguistic appropriate support for academic, community, and social-emotional needs.
