Principal and Teacher Evaluation Data Collection Closes November 14th
The Senate voted, unsuccessfully, 14 times to pass a Continuing Resolution and end the shutdown. As a result, the federal government remains shut down as of November 12, 2025. While the government is shut down, federal ESEA Title funds are still available for districts to draw down and obligate funding. Oregon continues to monitor the situation. Please reach out to your regional representative if you have questions.
Federal formula funds are made available on July 1 of the fiscal year and remain available for obligation by districts for a period of 27 months. “Carryover” is the term often used to refer to those funds that have not been spent as originally obligated by the district. The 2025-26 CIP Budget Narratives for Titles I-A, I-D, II-A, IV-A and IV-B (REAP/RLIS) opened on August 9th and were due October 31st (I-A, I-D, and RLIS) and November 7th. (I-C, II-A, III, IV-A, and REAP)
If your district has not yet submitted a particular narrative, please reach out to your regional specialist. Our team asks that any remaining Budget Narratives be submitted no later than December 19th to allow program specialists to review submissions in a timely manner prior to the holiday break. Districts will not have access to the entirety of their ESEA Budget without an approved narrative.

Title I-A annual comparability calculations are due by December 1st. This requirement applies to all school districts that accept Title I-A funds except for any district that has one building per grade span. Relevant documents for the report including the reporting template, checklist, and FAQ, can be found on the District Title I-A Resources web page.

On Tuesday, November 18th join Josie Eskow Skinner and Michael Anderson former lawyers from the U.S. Department of Education who formed Sligo Law Group for a free 60-minute webinar to learn the nuts and bolts of providing equitable services under Title I, Part A (Title I) and Title VIII of the Elementary and Secondary Education Act of 1965 (ESEA). The Principal and Teacher Data Collection for SY 2024-25 opened on September 18, 2025 and will close on November 14, 2025.
Through this collection, districts provide information about the summative ratings of educators evaluated in the previous year. This information informs efforts to ensure that Oregon students experiencing poverty are not taught at disproportionate rates by inexperienced, out-of-field or ineffective teachers.
