Re: 2025-27 High-Dosage Tutoring Supplement Announced!
Dear Education Leaders,
The Oregon Department of Education (ODE) is pleased to announce the launch of additional funds to support High-Dosage Tutoring in the 2025-27 biennium! The High-Dosage Tutoring (HDT) Supplement will be available for eligible high-need districts who currently receive Early Literacy Success School District (ELSSDG) grants.
Background
In the 2025-27 legislative session, ODE received additional funds to support statewide early literacy efforts. The HDT Supplement distributes $12 million directly to prioritized school districts to expand tutoring programs focused on improving early literacy outcomes for grades PreK-5.
If schools districts choose to accept the HDT Supplement funds, they must do the following:

Prioritize Identified Schools – Districts must prioritize HDT Supplement funds for highest-need schools, based on 3rd-5th grade proficiency.

Supplement, Not Supplant – HDT activities funded through these dollars must be used to expand or establish new tutoring activities. By accepting these funds, districts assure that HDT Supplement funds do not supplant ELSSDG funds already allocated to HDT.

Participate in HDT Community of Practice – Districts must participate in ODE’s HDT Community of Practice, taking place January to March 2026.
Eligible School Districts
ODE is allocating HDT Supplement funds based on ELA proficiency, English Language Learners, students experiencing disabilities, and students experiencing poverty. ODE will allocate approximately $3,000 per student for 15% of 3rd-5th graders in each eligible district who are not yet proficient on state standardized tests. Additionally, approximately $1.5 million (12%) of all funding is being set aside to support small districts (<1650 ADMr), which is commensurate to the percent of students served in small districts across the state.
Due to limited funding, not all eligible districts will receive awards. A waitlist has been established for districts that may receive funding if additional resources become available or if awards are declined.
Funding
ODE anticipates awarding approximately 48 school districts, with the biennial allocations ranging from approximately $18,900 to $1,500,000, depending on district size. Eligible districts and preliminary allocation amounts can be found in the HDT Supplement Eligible Recipients and Preliminary Allocations.
- Please note: These allocations are preliminary and may be adjusted once final grant recipients are confirmed and final funding allocations are calculated.
Technical Assistance Opportunities
The literacy team will be holding office hours to support potential grant recipients in determining if they would like to accept the HDT Supplement. We highly encourage all eligible districts and waitlisted districts to attend the upcoming office hours:
