Federal Actions Update

While Federal fiscal year (FY) 2026 began on October 1, 2025, Congress did not pass legislation funding the federal government beyond September 30, 2025 thus resulting in a government shutdown. Here is what we know about how programs may be impacted during the shutdown:

Title I and IDEA formula funds

The Education Department said in its contingency plan that it would keep Title I and IDEA funds flowing during the shutdown. ODE received updated Grant Award Documents on October 1st and will issue final revised allocations shortly.

Other ESEA K-12 formula funds

Continuing

ODE received updated funds for Title IIA on October 1st and received funding for all other Title programs. All allocations are listed on our ESEA Allocations website.  

School lunch funds

Continuing

The Department of Agriculture says child-nutrition programs, which include the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the Special Milk Program, will continue during the shutdown.

Federal student aid

Continuing

The department's contingency plan says staff will remain at work to process FAFSA forms, disburse Pell grants, and administer student loans.

Impact Aid

Monitoring

These funds could be disrupted if a shutdown continues for a few weeks.

Grantmaking

Halted

The Education Department will stop any new grantmaking during the shutdown, including soliciting applications and announcing new awards.

Civil rights enforcement

Halted

Enforcement of civil rights laws in schools is among the department functions that stopped during a shutdown.

ESSA Quick Reference Brief: Ranking and Serving Schools

“Rank and Serve” is the process districts use to determine which schools will be served with Title I-A funds. The intent of the law is to concentrate the funds in schools with the highest percentages of children from families experiencing poverty and to provide sufficient funds to make a difference in the academic performance of these students. Updated Resource! Needs Assessment Tool for Title I-A Homeless Set-Aside

To support districts in completing their CIP Budget Narratives, the ODE updated its Title I-A Homeless Set-Aside Needs Assessment. While calculation of the set-aside is required, use of this tool is optional since a needs assessment is one method districts can use to determine the set-aside amount.

Every district that receives Title I-A must reserve funds to provide services to students navigating housing instability, including any students who do not attend a school receiving Title I-A funding. ESSA does not specify an amount that must be reserved, but it should be informed by data and describe the services the district will provide children and youth navigating housing instability to support enrollment, attendance, and success.

FAFSA is now open!

The Department of Education opened the Free Application for Federal Student Aid (FAFSA) for all students and families on September 24, 2025. The Department of Education will continue to process FAFSA applications during the shut down. More information and resources can be found on this SchoolHouse Connection FAFSA web page.

Technical Assistance for Title I-A Comparability Report

The Federal Systems team is offering a webinar on how to use the Comparability reporting template Wednesday, October 15th at 1 PM PT. The Comparability Report should be submitted via this Smartsheet form by December 1, 2025.

Comparability is a school-level calculation that measures the level of State and local funds and resources provided to a district's schools. The goal is to determine whether the distribution of State and local funds and resources to schools, including charter schools, are comparable regardless of Title I-A status.

Title I-A annual comparability calculations are due by December 1st. This requirement applies to all school districts that accept Title I-A funds except for any district that has one building per grade span. Relevant documents for the report including the reporting template, checklist, and FAQ, can be found on the District Title I-A Resources web page.

Evidence of Consultation for ESEA Equitable Services

For all districts that have private schools located within their boundaries and for those districts who consult with out-of-district private schools for Title I-A equitable services, please ensure that you have uploaded evidence of consultation for each private school.  

  • For private schools that are non-responsive, upload evidence that the private school was invited to consultation.  
  • For private schools that decline services, upload evidence that the private school declined services
  • For private schools that are participating in services, upload a signed Affirmation

Principal and Teacher Evaluation Data Collection Now Open

The Principal and Teacher Data Collection for SY 2024-25 opened on September 18, 2025 and will close on November 14, 2025.

Through this collection districts provide information about the summative ratings of educators evaluated in the previous year. This information informs efforts to ensure that Oregon students experiencing poverty are not taught at disproportionate rates by inexperienced, out-of-field or ineffective teachers.

All districts and ESDs are required to complete this collection. The user guide is available on the ODE District website along with a training slide deck and video tutorial to assist data submitters in completing this collection. Any questions should be directed to Sarah Martin.

National Hispanic Heritage Month is observed from September 15 to October 15 to recognize the achievements and contributions of Hispanic Americans – trailblazers who have inspired generations and enriched our communities.
