High School Success (HSS) Eligibility Review - Fall 2025
Get ready for the High School Success review by going through the HSS Rubric with your leadership team. Each school/program should self-assess, and during Q1 reporting, you’ll confirm your review. Questions? Reach out to your regional contact.
Federal School Improvement Updates

Progress Updates: Our team is reviewing preliminary data from 2024-25 to determine which schools are eligible to exit a TSI or CSI identification. These schools will be asked to meet with their assigned Region Team in the coming months for a collaborative conversation. No formal Progress Update is required to be submitted at this time.

School-level plans: These are nearly complete for 2025-26, the final step is to identify which outcomes and strategies from the Integrated Plan schools will be focusing on. Use the 2025-27 Outcomes and Strategies link in the Integrated Programs Reporting and Application WorkApp. This link is open and available now, but must be completed by the end of the Quarter 1 Reporting Window (11/15/25).
- In the “CSI/TSI Identified School(s)” column, list the identified school(s) applying each Strategy in their school-level improvement efforts. Click to view a screenshot of the 25-27 Outcomes & Strategies smartsheet as an example.
- If a new strategy is needed to meet the needs of identified focal groups or outcomes, a Plan Change process will be required. Additional guidance will be provided in the 2025-26 Integrated Reporting materials.
New ODE Research Brief
A new ODE study, Formative Instructional Practices, Self-Efficacy, and Math Achievement in 4th Grade, found that Oregon 4th graders with higher self-efficacy score higher on math tests. Two classroom practices—math feedback/help and math discussion—positively influence self-efficacy, with math discussion having about seven times the impact. Math discussion also indirectly boosts achievement by building confidence, highlighting its power to improve both student self-belief and performance.
Smartsheet News
Smartsheet is moving to a subscription model, but grantees will not be required to purchase a license to complete Integrated Programs grant applications or reporting. Free accounts will still provide access to all necessary content, though after a 30-day trial you may lose the ability to create new sheets or reports. ODE remains committed to ensuring application and reporting systems do not add costs for grantees and districts, and we’ll communicate any future changes promptly.
Grant Agreement Updates (Repeated from 9/16/25 Special Message)
High School Success Grant Agreements (25-26) were sent for signature via Smartsheet to superintendents and business managers on 9/19/25. Grant agreements should be signed by district staff with signatory authority. Please sign and return promptly so we can execute the agreement and release funds in EGMS.
23-25 Early Literacy Grant Agreements are active until 3/31/26. Three quarters of the 25-26 disbursement of Early Literacy funds is included in the current grant agreement referred to as “Year 3”. The partial 25-26 disbursement is available in EGMS, named "2025-2027 Early Literacy Grant;” one third (33%) of the amount in EGMS may be claimed as the first quarter disbursement. The remainder of the 25-27 allocation will be added to the same subgrant in EGMS when new grant agreements are executed.
23-25 SIA Grant Agreements are active until 9/30/25 and include the first quarter disbursement of 25-26 SIA funds, referred to as “Year 3” in the grant agreement. The first quarter disbursement is available in EGMS, named “2025-2027 Student Investment Account” and grantees can claim 100% of current available funds. The remainder of the 25-27 allocation will be added to the same EGMS subgrant when new grant agreements are executed.

Quarter 1 Reporting Window is now open (October 1- November 15, 2025)
During Quarter 1 reporting grantees will balance the 2025-27 budgets to reflect allocation amounts released in 9/16/25 Special Message. 2025-27 Allocations can be found on the Office of Education and Innovation web page in the section Additional Information and Resources. Please check your WorkApp under the IP Reporting and Early Lit Reporting tabs for helpful resources and detailed guidance.
Reminder: Annual Report Due Date September 30, 2025
The 2024-25 Annual Report guidance and access to the appropriate smartsheet links opened on July 1, 2025. Reminder that the Integrated Programs Annual Report includes a requirement of presentation to your School Board with Board Minutes submitted to ODE.

Professional Learning Opportunities
Attendance Learning Series - Open to All!
Participate in and invite colleagues to the Attendance Learning Series which will focus on building shared understanding, strengthening local strategies, and creating a learning network for those working to improve attendance outcomes. The series continues on the second Thursday of the month through the school year.
Community of Practice on High-Dosage Tutoring
Beginning October 14, ODE will host a biweekly High-Dosage Tutoring Community of Practice to support district leaders in designing, strengthening, or partnering for effective tutoring programs. Learn more here!
