1. 2025–26 ELPA21 Professional Development Workshops

Registration is now open for ELPA21’s 2025–26 professional development series, offering dynamic, hands-on workshops designed to support educators working with English learners. Topics include understanding standards and assessments, differentiating instruction, and using formative assessment strategies effectively. Oregon educators can claim one of ten free seats per workshop, available on a first-come, first-served basis. Don’t miss this chance to deepen your practice and connect with peers. 2. 2025–2030 AI/AN Student Success Plan Overview

The Oregon Department of Education’s Office of Indian Education has released the revised 2025–2030 AI/AN Student Success Plan. This plan aligns with ODE’s strategic goals and focuses on five priorities:

  1. Champion Tribal Languages
  2. Address Inequity in Native Student Data
  3. Pursue Native Excellence
  4. Cultivate Holistic Systems of Support
  5. Center Culturally Responsive Approaches

The Office’s mission is to support the academic success and well-being of all American Indian/Alaska Native students by centering culture, language, identity, and sovereignty. Working with Oregon’s nine federally recognized tribes, partners, and communities, the Office advances culturally responsive education and equitable opportunities.

The vision is a future where every AI/AN student graduates with purpose, grounded in culture, and prepared to steward sovereignty and community. The plan reflects collaboration with Tribal partners and acknowledges both historical and present challenges. It affirms the shared responsibility to elevate Native student success and ensure strong systems of support for future generations

3. Invitation to Join: Oregon Literacy Leaders’ Network

The goal of the Oregon Literacy Leaders’ Network is to build a diverse community of language arts and literacy practitioners working together to share inclusive literacy practices–reading, writing, speaking, listening, and information literacy–that align to the needs of all students (i.e. multilingual learners, students experiencing disabilities, etc.). Meetings take place virtually on the first Thursday of each month from 4:00-5:00 PM. Click here to register.

 4. Seal of Biliteracy September Scheduled Release

The Oregon Department of Education (ODE) has begun processing pending Oregon State Seal of Biliteracy/Multiliteracy (OSSB/M) awards submitted on or before September 15. Any OSSB/M requests submitted after September 15 will be processed during the November scheduled release.

ODE will notify submitters of any errors that prevent processing. Submitters will have the opportunity to correct their submission.

For more information, consult the OSSB_M Manual or contact Ben Wolcott, ELPA Specialist, with questions regarding ELPA testing.

1. Article: New Tribal Languages Program Coming to Chiloquin Elementary School

A new tribal languages program at Chiloquin Elementary is opening doors for students to learn Klamath, Modoc, and Paiute through a partnership with the Klamath Tribes. This milestone not only strengthens cultural identity but also connects students more deeply to language, history, and community. 2. Public Comment Period: MSIX Minimum Data Elements

The Office of Migrant Education is seeking public comment on the MSIX Minimum Data Elements (MDEs) as part of the required renewal process under the Paperwork Reduction Act of 1995. The comment period, published in the Federal Register on September 9, 2025, is open until November 10, 2025. Comments and related documentation can be submitted and reviewed at regulations.gov.

Upcoming Events, Training and Conference Opportunities

1. Free Online Training Series for Bilingual Facilitators – Offered by Clackamas ESD, September-October 2025

Clackamas ESD is offering a free online training series for bilingual facilitators working in schools throughout September and October. These workshops are designed to support educators and staff in enhancing their facilitation skills in multilingual environments.Click here to view upcoming opportunities, dates and to register.

Training Details

  • Four workshops available (all in English; two offered in Spanish)
  • Flexible participation – attend one or all sessions
  • Each session is 1.5 hours online, followed by a refresher session about three weeks later

2. Educational Interpreters and Translators of Oregon (EITO) Conference, October 10, 2025

There is still time to register for the third in-person EITO Conference which will be held on October 10, 2025, in Happy Valley, Oregon at Abundant Life Church. This event is designed for interpreters, translators, and school district staff who support language access for multilingual families. 3. ID&R Regional Plan Workshop 2025-26, Part 1, October 23

The ID&R Regional Plan is a cornerstone of all MEPs. This workshop will focus on revising last year's plan and setting up a system of continuous improvement. There will be two more workshops this year to strengthen ID & R plans utilizing continuous improvement processes. All MEP Coordinators and Recruiters are strongly encourage to participate.
