Dear Education Leaders and Partners,
The Oregon Department of Education (ODE) is excited to share a new toolkit to support schools and districts in implementing effective personal electronic device (PED) policies that create focused, inclusive, and student-centered learning environments.
PED policies go beyond reducing distractions. They support attention, connection and student well-being. This toolkit provides practical, equity-informed guidance aligned with Executive Order 25-09, helping districts move from compliance to meaningful implementation.

Toolkit Now Available
Enhancing the Learning Environment: A Toolkit for Implementing PED Policies in Schools is available on ODE’s Personal Electronic Device Resource Hub.
The toolkit, which builds on Fostering Student Learning, Well-Being and Belonging (August 2025), is designed with multiple entry points, making it easy for schools and districts to engage with the resources that best match their current needs, whether developing a policy, launching implementation or focusing on continuous improvement.
The toolkit website is structured for easy navigation, allowing users to go directly to key materials such as:
- A sample PED policy
- Communication resources, including customizable letter templates for families
- A dedicated section for small and rural schools
- Tools that support each phase of implementation, from planning to continuous improvement
All resources are editable and intended to be adapted to meet local needs, ensuring they are relevant and responsive to the unique context of each school or district.
Statewide Media Campaign
We are gearing up for a statewide media campaign to boost these efforts and drive consistent messaging across the state. Our website will also feature campaign details and a refreshed communications toolkit to keep districts aligned and informed.
