Informational Update: Aligning for Student Success

As you welcome students and families back to school our office cheers on your efforts and continues to be here to provide support, tools, and connection throughout the coming year!

Elevate Attendance! September is Attendance Awareness Month

  • Set the stage for your 25-26 school year with Starting Strong Attendance Practices.
  • Participate in and invite colleagues to the Attendance Learning Series which will focus on building shared understanding, strengthening local strategies, and creating a learning network for those working to improve attendance outcomes.
  • This video, sponsored through a partnership with the Oregon Lottery, highlights the importance of Regular Attendance. Please consider sharing this with your networks and communities.

What’s new in Work-Based Learning? 

Your integrated plans highlight the important progress districts are making to expand Work-Based Learning (WBL) opportunities and we’re excited to share an updated resource to support that work. ODE has refreshed the Work Based Learning Handbook with practical tools and strategies that strengthen equity, broaden learning opportunities, and deepen engagement with business and community partners—all core aims of the Integrated Guidance. Inside, you’ll find:

  • Guidance to connect all learners with real-world career preparation and training opportunities
  • Planning prompts to help align each type of WBL experience with the high-quality WBL criteria
  • References to WBL Canvas modules with extra resources and tools, including support around the role of WBL within your integrated application 
  • Success stories from schools
  • Plus fresh updates in a friendly, easy-to-use design.

2025-27 Grant Allocations and Access to Funds

  • Final allocations for 25-27 Integrated Programs funds, Student Investment Account (SIA), High School Success, Early Literacy, and Early Indicator & Intervention Systems will be released in the coming weeks.
  • Partial allocations for 25-27 are included in current grant agreements for SIA and Early Literacy to ensure timely access to funds. 
    • Q1 disbursements for SIA are available to claim in EGMS. 
    • Q1 disbursements for Early Literacy will be released in the coming weeks.
    • These funds will be updated in EGMS to reflect 25-27 final allocations when new grant agreements are issued. 

Early Literacy School District Grant Updates

New for the 25-27 biennium: As a result of the passage of HB 3040, Early Literacy Success School District Grant funds may now be used for the following expenses: 

  • Professional Development for Instructional Assistants and other classified staff.
  • Curricula for 4th and 5th grades.

Additionally, updated OARs were approved by the State Board of Education, allowing High-dosage Tutoring to also occur during school breaks, including summer.

Please note: Grantees no longer need to indicate a 25% match as it was only required for the 23-25 biennium.

Grantees may submit 2025-27 IG plan changes based on these updates during Annual Reporting or at any time by contacting their District Grant Manager.

Share your feedback about proposed Local Metrics

As part of implementation of the 2025 Education Accountability Act (SB 141) ODE is seeking feedback on proposed Local Metrics that school districts will select in their Performance Growth Targets starting in the 2026-27 school year. This feedback form has more information on the requirements for the metrics, what metrics are currently in consideration, as well as an opportunity to submit other metrics for review. Please submit feedback by September 12.

New Resource - Strengthening Early Indicator and Intervention Systems (EIIS): A Toolkit for Practitioners

Strengthening EIIS: A Toolkit for Practitioners includes over 40 resources incorporate evidence-based strategies to implement and sustain school and districtwide systems and strategies for nurturing K–12 students’ academic growth and social-emotional wellbeing. You are invited to engage in webinars to explore the toolkit and connect with ODE staff to learn about resources, professional learning, and coaching to support strengthening your school’s EIIS:  

Federal School Improvement Updates

  • Progress Updates: Our team is reviewing preliminary data from 2024-25 to determine which schools are eligible to exit a TSI or CSI identification. These schools will be asked to meet with their assigned Region Team in the coming months for a collaborative conversation. No formal Progress Update is required to be submitted at this time. 
  • School-level plans: These are nearly complete for 2025-26, the final step is to identify which outcomes and strategies from the Integrated Plan schools will be focusing on. Use the 2025-27 Outcomes and Strategies link in the Integrated Programs Reporting and Application WorkApp. This link is open and available now, but must be completed by the end of the Quarter 1 Reporting Window (11/15/25).
    • In the “CSI/TSI Identified School(s)” column, list the identified school(s) applying each Strategy in their school-level improvement efforts. Click to view a screenshot of the 25-27 Outcomes & Strategies smartsheet as an example.
    • If a new strategy is needed to meet the needs of identified focal groups or outcomes, a Plan Change process will be required. Additional guidance will be provided in the 2025-26 Integrated Reporting materials.

Voluntary Data Collection for Adopted Instructional Materials

In order to strengthen collaboration around instruction, ODE has created a voluntary data collection to identify which adopted instructional materials are in use across Oregon districts for English Language Arts, Math, and Science. Your district's input will contribute to better coherence, alignment, and outcomes statewide. We anticipate this will take approximately 15 minutes for a person who has familiarity with the instructional materials adoptions in place.

Please submit your district’s data on the survey by Friday, September 12, 2025. If you have any questions or need assistance filling out this survey, please reach out to ODE.instructionalmaterials@ode.oregon.gov.

Annual Report Reminders

Integrated Programs (including Early Literacy) Annual Report Due September 30, 2025

The 24-25 Annual Report for Integrated Programs, including Early Literacy, has been moved to September 30, 2025. This will help to close out the 23-25 biennium and ensure expenditure reporting is better aligned to the close of the fiscal year. The 24-25 Annual Report guidance and access to the appropriate smartsheet links opened on July 1, 2025. Reminder that the Integrated Programs Annual Report includes a requirement of presentation to your School Board with Board Minutes submitted to ODE. Please check your WorkApp under the IP Reporting and Early Lit Reporting tabs for helpful resources and detailed guidance.

Professional Learning Opportunities

UPDATED OFFERING: Early Literacy Grantee Meet & Greets with ODE-Approved Providers of Professional Development, Coaching and High-Dosage Tutoring. 

ODE will host two 90-minute virtual Meet & Greets on Zoom for school and district leaders to connect with approved Early Literacy providers, learn how services align with district goals, and ask questions.

COMING SOON: Community of Practice on High-Dosage Tutoring

Beginning October 14, ODE will host a biweekly High-Dosage Tutoring Community of Practice to support districts in designing, strengthening, or partnering for effective tutoring programs. District leaders will gain practical strategies, resources, and peer support to boost student success.

Reminder: The 24-25 ODE Professional Learning Opportunities website lists all professional development opportunities provided by ODE. Also the EII Technical Assistance, Professional Learning and Coaching calendar is now available to track EII specific TA, PL, and other coaching opportunities.
