1. You Are Invited to Join the Oregon Multilingual Learner Collaborative!

The Oregon Multilingual Collaborative is a collaborative of professional educators, administrators, higher education and education partners who have a vested interest in elevating outcomes for multilingual learners through high-quality instructional programs and practices. Participants will learn from one another, with one another and share resources that advance the success of multilingual learners.

Each month the ML Collaborative will meet and address a problem of practice identified from feedback from the field related to issues faced in the world of education for multilingual learners. Click here to register and explore the flyer for more information. 

Meeting dates for the 2025-26 academic year are the first Wednesday of the month from 1:00-2:30 PM.

2. Invitation to participate in the ODE English Learner Advisory Group 

The ODE EL Advisory Group is a diverse group of community and district stakeholders and an important part of Oregon Department of Education’s (ODE) decision-making process and effective implementation of the Multilingual Learner Strategic Plan. This group is comprised of district and school administration, teachers, students, parents, and community members.

The Multilingual & Migrant Education Team is inviting interested individuals to apply to participate in this advisory group for the term of two years including the 2025-26 and 2026-27 academic calendar years. For detailed information on the scope of work of the EL Advisory Group and member responsibilities please review the ODE English Learner Advisory Group Charter.

We are looking for student representatives so please share with student leadership groups as you see fit.

Please submit an EL Advisory Appilcation if you are interested in participating and you may direct any questions to Jennifer Fontana, Multilingual Education Specialist.

3. Division 22 Standards Professional Learning Series

This professional learning series is designed to support district leaders’ understanding and implementation of the requirements within Oregon’s Division 22 Standards for Public Schools. The four virtual sessions scheduled throughout the school year are focused on the following goals:

  • Feature speakers/panels from districts that are innovating and working to implement best practices
  • Share practical tools, templates, and exemplars
  • Provide time for leaders to connect, share, and collaborate

Sessions will be held from 9:00 – 10:30 AM (PT) on the following dates:

4. Register Now: Title VI and Every Student Belongs Training Upcoming Opportunities

The Oregon Department of Education is hosting free civil rights virtual training opportunities for Oregon K-12 education personnel regarding Title VI of the Civil Rights Act of 1964 (prohibiting race, color, and national origin discrimination) and Every Student Belongs. All Oregon K-12 district and public school employees are welcome to participate in these training opportunities. Click here to view details and descriptions of the available training series.

 5. Recruitment for Early Intervention and Early Childhood Special Education (EI/ECSE) Advisory Committee, Application due August 27

The Oregon Department of Education (ODE) is seeking applicants to serve on the Adequate Service Level Advisory Committee established by House Bill 2682. Committee members must commit to serving from September 2025 through September 2026.

Advisory Committee members will study and develop recommendations to modernize adequate service levels for Early Intervention and Early Childhood Special Education (EI/ECSE) in Oregon. The committee’s final recommendations will be submitted to the Legislature by September 15, 2026.

ODE encourages applications from individuals with experience related to families with individualized family service plans (IFSPs) and those with experience working alongside EI/ECSE service providers.

We are currently recruiting for the following roles:

  • One member who is an educator employed in an EI/ECSE program
  • One member who is a therapist employed in an EI/ECSE program
  • One parent of a child currently enrolled in an EI/ECSE program
  • One member with expertise in budgeting for an EI/ECSE program
  • One member with expertise in K–12 Special Education

Advisory Committee members will attend monthly two-hour meetings, held remotely, beginning September 26, 2025, from 10:00 AM to 12:00 PM.

6. Centralized Reporting System Archiving Test Data

As a result of data retention policies taking effect in 2025-26 from Cambium Assessment, Inc. (CAI), testing data in the Centralized Reporting System (CRS) have been archived and are no longer accessible to users for the following tests:

  • General ELA, Math, and Science tests: all testing data older than 10 years. Data from 2014-15 and prior have been archived.
  • ELPA Screener and OSAS Interims: all testing data older than 5 years. Data from 2019-20 and prior have been archived.

Data will be archived per these policies on a rolling basis. For example, in the 2026-27 school year, general ELA, Math, and Science test data from 2015-16 will be archived, and ELPA Screener and OSAS Interim data from 2020-21 will be archived.

1. Tribal Consultation and CIP Budget Narrative Approvals

Under Section 8538 of the ESEA, as amended by ESSA, affected local education agencies (LEAs) must consult with Indian tribes or tribal organizations approved by those tribes before submitting plans or applications for certain federal programs. The Understanding the ESSA Law & How to Honor Educational Sovereignty: A Toolkit for Tribal Consultation ensures timely and meaningful engagement on issues impacting American Indian and Alaska Native students.

 

Covered programs include:

  • Title I (Parts A, C, D)
  • Title II, Part A
  • Title IV (Parts A, B)
  • Title V, Part B
  • Title VI, Part A

LEAs are considered affected if:

  • Their Title VI award exceeded $40,000 in the previous fiscal year, or
  • They are part of a consortium that received more than $40,000 in Title VI funds

Since the CIP Budget Narrative outlines district plans for each covered program, approval is contingent on submitting:

  • The Affirmation of Tribal Consultation, and
  • The Tribal Consultation Worksheet

2. Updated ESSA Quick Reference Briefs

In an ongoing effort to support districts with planning and implementing funds provided through the Every Student Succeeds Act (ESSA), the Federal Systems Team has updated several of its ESSA Quick Reference Briefs. Each brief focuses on a specific topic under ESSA and includes a summary of the relevant section of the law, practical recommendations, reflective questions, and, in some cases, FAQs.

As the school year begins, districts are encouraged to review the updated versions of the following briefs:

  • Determining Allowability
  • Inventory
  • Purchasing Food with Federal Funds
  • Student Incentives
  • Transferability

2. Online: Cultur(al) Click: Bilingual Professional Development by Konjuntos, September 20 and 27, 2025

Cultur(al) Click is a virtual professional development series designed by and for bilingual maestras. Facilitated in English and Spanish by Konjuntos, the training provides practical strategies for using AI to design complete biliteracy units, including lessons, materials, and assessments. The sessions will be held online via Zoom on September 20 and 27, from 10:00–11:30 AM. Click here to learn more and register.
