Re: Invitation to Shape Future State Summer Learning Grants
Dear Education Leaders and Partners,
The Oregon Department of Education is seeking your input as we develop administrative rules for the State Summer Learning Grant Program under HB 2007.
As this summer wraps up, we celebrate the work of more than 136 grantees across Oregon who brought quality summer learning opportunities to students and families. Building on that success, ODE is already gearing up for summer 2026, and we need your help to shape the rules that will guide this program moving forward.
Because we value giving districts and partners as much time as possible to plan for summer 2026, we are taking a two-phase approach to rulemaking:

Phase 1 (Fall 2025): Foundation Rules - Award process, funding mechanism and grant length.

Phase 2 (2026-27): Comprehensive Policy - Program quality, evaluation, partnerships, professional development and definitions (through an Expanded Learning Advisory Committee).
Your feedback in Phase 1 is critical to ensuring fair, transparent rules that reflect the needs of Oregon’s students and communities.
