Comprehensive Literacy State Development (CLSD) Grant Recipients Announced
(Salem, OR) - Following a highly competitive process, 30 school districts across Oregon have been selected as recipients of Oregon’s 2025-29 Comprehensive Literacy State Development (CLSD) federal grant. This investment of approximately $11 million annually will support districts in improving literacy outcomes for many of Oregon’s historically marginalized students, from birth through 12th grade
The CLSD grant will help districts:
- Implement high-quality, evidence-based literacy practices.
- Strengthen educator capacity through curriculum-based professional learning.
- Promote intentional family and caregiver engagement to enhance children’s literacy development.
This work is intentionally aligned with Oregon’s Early Literacy Success Initiative, creating a powerful statewide movement to ensure every child develops a strong foundation in literacy and has the opportunity to thrive.
Background
The CLSD grant is a competitive federal grant from the U.S. Department of Education designed to improve literacy outcomes from birth through 12 grade. It emphasizes evidence-based practices to support literacy development, including emergent literacy, with a specific emphasis on children living in poverty, multilingual learners and children with disabilities.
Through a competitive process, the Oregon Department of Education was awarded $55 million in federal grant-in-aid over four years. District eligibility to apply for the grant was determined based on federal requirements.
