Meet the Federal Systems Team
On July 30th, the U.S. Department of Education (ED) provided Grant Award Notifications (GANs) for Fiscal Year 2025 ESEA formula funding for the following formula programs that had been withheld pending review since July 1:

Title I-C, ESEA: Migrant Education Program;
-
Title II-A, ESEA: Supporting Effective Instruction State Grants;
-
Title III-A, ESEA: English Language Acquisition; and
-
Title IV-A, ESEA: Student Support and Academic Enrichment State Grants.
ODE received a revised Grant Award Notice (GAN) from the ED for Title IV-B (21st Century Learning Centers) on July 21st. For questions about the 21st CCLC program, please contact ode.or21stcclc@ode.oregon.gov.
Final allocations reflect slight changes to census poverty data on a national level and incorporate data gathered from the consolidated district performance report. These allocations are considered final, though minimal revisions may be issued in the fall.

In a continued effort to support districts in planning for and implementing funds provided through the Every Student Succeeds Act (ESSA), the Federal Systems Team updated several of its ESSA Quick Reference Briefs. Each brief highlights a specific topic under ESSA, providing a summary of the relevant section of the law, recommendations for practice, questions for reflection, and in some cases, FAQs.

Regional Support for SY 2025-2026
The Federal Systems Team (FST) provides support to districts across Titles I-A, II-A, IV-A, and V-B by ESD region. As our colleague Lisa Plumb retires at the end of August, support for districts within Lane ESD, Linn-Benton-Lincoln ESD, and Willamette ESD will be shifting. We look forward to working with you this year!

There are many moving parts to track as a Federal Programs director. Whether you are new to the position or a seasoned veteran, 10 Tips for Federal Program Directors highlights key practices to follow. From accessing the CIP Budget Narrative, to tracking timelines, to learning more about program requirements, this document is designed to help you get started, stay informed, and feel supported.
Consultation requirements under section 8538 of the ESEA, as amended by ESSA, require affected local education agencies (LEAs) to consult with Indian tribes (or those tribal organizations approved by the tribes located in the area served by the LEA) prior to submitting a plan or application for covered programs. This requirement is designed “to ensure timely and meaningful consultation on issues affecting American Indian and Alaska Native students.” Covered programs include:
Affected LEAs include those LEAs whose Title VI Award for the previous fiscal year was >$40,000 OR LEAs that are members of a consortium who received >$40,000 in Title VI funds in the previous fiscal year.

For districts who are providing ESEA equitable services to private schools, services must be timely. Generally, this means that services should begin for private school students around the same time that they begin for public school students.
Additionally, consultation must be ongoing. This means that districts must meet with private school leaders several times throughout the school year to ensure the effective administration and implementation of services.
