ODE has posted preliminary district allocations for Title I-A, Title I-D, and Title IV-A on our allocations page. Please note that these allocations are not final and should be used to cautiously guide planning for the upcoming school year.
The Department of Education issued the following statement about allocations for the remaining ESEA programs:
“The U.S. Department of Education (ED) recognizes that SEAs are waiting for preliminary FY 2025 allocations for other ESEA formula grants. We will provide this information once it becomes available."
ODE hopes to receive final allocations from the U.S. Department of Education (ED) in late July or early August for all programs. For all other updates on federal activity, please visit our update on federal actions webpage which we maintain to clearly communicate any impact federal changes have on Oregon. On May 21st, ODE emailed notification to districts that EGMS will be shut down to external users July 21 – August 1, 2025. No claims may be submitted during this time. This shutdown is necessary to close our fiscal year and roll continuing funding into the next biennium.
- For claims to be counted in the current ODE fiscal year on the annual Schedule of Expenditures of Federal Awards (SEFA), they need to be submitted by the following deadlines:

Districts using cash-basis accounting: Sunday, June 15, 2025 (to ensure receipt of payment in time before the end of the fiscal year for reporting purposes)

Districts using accrual-basis accounting: Sunday, July 20, 2025
- Grantees may claim again after EGMS reopens, but these claims will be applied to the next fiscal year’s reporting due to Department of Administrative Services (DAS) fiscal year close-out deadlines
- Please use separate claims for expenses incurred by 6/30 versus expenses incurred after that date

The first step in completing the CIP Budget Narrative application for school year 2025 is to submit the signed ESEA Statement of Assurances and ESEA School Prayer Certificate of Compliance.
In order for your district to be able to spend federal ESEA Title funding, the following assurance forms must be signed by a Local Educational Agency’s Superintendent or Designee and submitted via the CIP Budget Narrative Assurances Smartsheet Form before June 30, 2025:

REMINDER: Reconcile CIP Budget Narratives
Reconciliation refers to the process of ensuring that actual spending aligns with the approved CIP Budget Narrative. Reconciliation is required at least annually but recommended quarterly. This process is important because it allows a district/consortium to:
- demonstrate that the award has been used as intended,
- identify transaction errors,
- ensure that award expenditures are complete, and
- plan for remaining funds as carryover.
CIP Budget Narratives should be revised and resubmitted any time a new activity is added, or if the change to an approved activity exceeds 10% in cost.

Thanks to all who participated in our Title I-A “101” and Title II Tuesday sessions over the last year. The goal in providing these sessions was to provide just-in-time learning and foster communication and collaboration among federal program directors across Oregon.
The Formula Grants team has posted the slide decks from these sessions on the new Federal Programs Training web page for on-demand viewing. This includes the slide deck and recording for the final Title II-A Tuesday session where participants reflected on the past year and discussed planning for the year ahead.
