2025 LPGT Co-development
Dear District and School Leader,
Many of you are tracking and have asked about two education accountability bills (HB 2009 and SB141) in the legislature that significantly tie to ODE’s work, including Longitudinal Performance Growth Targets (LPGTs), Customized Coaching and Professional Learning, and the Intensive Program. After careful consideration, ODE leadership has made the decision to not co-development two additional years of LPGTs with grantees following the 2025 application process. Instead, grantees will continue to use existing targets set in 2023 for the 2023-28 school years.
To be clear, this decision does not release grantees from accountability tied to existing targets; the decision only reflects a move to not add two additional years of targets at this time. Grantees are still accountable to the targets set through 2027-28.
What was at the heart of this decision?
The current bills in legislation, which have widespread support, would require ODE and school districts/grantees to co-develop additional targets during the 2025-26 school year. To reduce administrative burden for both ODE staff and school district staff, ODE chose to shift directions for the 2025 co-development process. As a team, the decision was made that it is not in the best interest of grantees or ODE to co-develop targets in the spring/summer of 2025 only to then set targets again in the 2025-26 school year should the bill(s) pass.
Does this mean that grantees are no longer accountable for their existing targets?
For LPGTs, no. Existing LPGTs will be included in grant agreements for the 2025-27 biennium and grantees will remain accountable to those targets. Under limited circumstances, grantees may request to revise these targets using the Grantee Process to Request Resetting LPGTs and LOMs.
However, for Local Optional Metrics (LOMs), yes. Grantees may opt to discontinue existing LOMs set during the 2023 co-development cycle. Grantees will fill out a form following their Integrated Program application process indicating if the grantee wishes to remove existing LOMs from 2025-27 grant agreements.
Does this mean that grantees don’t need to report progress on their LPGTs during the annual reporting window?
No. Grantees will still reflect on progress and report those reflections in their 2024-25 annual reporting. Again, this decision does not release the targets, accountability, or any of the processes in place for existing targets; rather, grantees will not add targets for the 2028-29 and 2029-30 school years at this time.
Without the co-development step in the process, what does that now look like?
Without adding two years to existing LPGTs, the process is now:
- Applicant submits application by end of day April 30. Drafted LPGTs are not required to submit an application.
- ODE reviews applications and reaches out to applicants for any additional information needed
- Once applications are approved, ODE sends the applicant a form to fill out indicating that the targets co-developed in 2023 will continue to be used in 2025 and asking whether any local optional metrics should continue to be included in the SIA grant agreement for 2025-27.
- Once the form is filled out, the grant agreement is created with the LPGTs/LOMs for school years 2025-26 through 2027-28
- Applicants present the grant agreements to their governing board(s) for approval, sign, and return to ODE with board meeting minutes.
