Oregon Department of Education Updates to Field

1. Your Migrant and Multilingual Team Visits Woodburn

On March 17, our Multilingual and Migrant Education team had the opportunity to visit Nellie Muir Elementary School, Woodburn High School, and Woodburn’s Welcome Center to see teaching and student support in action. During our visit, we explored the many ways educators provide academic, linguistic, and cultural support to ensure students have equitable opportunities to succeed. Discussions centered on foundational literacy programs, Spanish literature for heritage speakers, specialized sheltered instruction for multicultural students, and meaningful collaboration with migrant and multilingual families.

Throughout the day, we connected with students, as well as the dedicated staff and educators who make a difference every day. It was inspiring to see students—from the youngest kindergarteners to high school seniors—fully engaged in learning and to witness firsthand the incredible services and support available to them and their families. The students’ sociolinguistic wealth included the Mam language, and Spanish.

A heartfelt thank you to our Woodburn partners for welcoming us and sharing the impactful work happening in your schools!

2.You Are Invited to Join the Oregon Multilingual Learner Collaborative!

Over the next two meetings, the Oregon Multilingual Collaborative will address Integrated English Language Development as the problem of practice. Participants will learn from one another, with one another and share resources that advance the success of multilingual learners through the effective implementation of Integrated ELD.

Remaining meeting dates for the 2024-25 academic year are as follows and we welcome new members!

  • May 6, 2025
  • June 3, 2025

You may register HERE and use the ML Instructional Practices and Programming form to share questions about integrated ELD that you would like to see addressed by the ML Collaborative. There is also space to indicate your interest in sharing information and resources with the group.

3. 2024–2025 ELPA21 Test Administrator Survey Open Through April 21, 2025

The 2024–2025 English Language Proficiency Assessment (ELPA)/Alt ELPA Test Administrator (TA) Survey is now open and will be available until April 21, 2025. This optional survey provides test administrators the opportunity to share their experiences administering the ELPA and/or Alt ELPA summative assessments in 2024-2025. ELPA21 will use the feedback received from test administrators to inform future improvements to the testing experience.

Test administrators who complete the survey will be entered to win a free English/Multilingual Learner Educator Toolkit or Newcomer Supplement, valued at $199. Click here to access the survey.

 5. Spring 2025 NHPI Town Hall Events

The Oregon Department of Education’s Native Hawaiian/Pacific Islander Student Success Plan Program will host several Town Hall meetings across Oregon this Spring.

These events will share information and gather community input to enhance the current student success plan.

They are also open to all age groups (children welcome) and we kindly ask that you register using the link below or the QR code on the flyer to assist with event planning.

6. Early Literacy Success Community Grants RFA Cohort 2 (2025-2027)

The Oregon Department of Education’s (ODE) Office of Equity, Diversity, and Inclusion (OEDI) is pleased to announce the release of the Request for Application (RFA) for Cohort 2 of the Early Literacy Success Community Grants. The Early Literacy Success Initiative (HB 3198) charged ODE with implementing the School District Grants, Community Grants, and Tribal Grants to uplift and support literacy throughout the state of Oregon.

HB 3198 Community Grants allocation of $10 million targets $8 million to Communities and $2 million to the nine federally recognized Tribes of Oregon. The Community Grants program is housed in ODE’s Office of Equity, Diversity, and Inclusion (OEDI) and will focus on three specific community-based goals:

  1. Expand culturally and linguistically responsive early literacy programs for children in early elementary grades by:
    • Encouraging family and caregiver engagement; and
    • Providing research-aligned professional training and coaching for direct service staff in early literacy.
  2. Develop and implement programs that engage parents and children in early elementary grades in early literacy and that are available equitably and statewide.
  3. Provide high-dosage tutoring programs and training to tutors to qualify the tutors for instruction in a manner consistent with research-aligned literacy strategies.

The Community Early Literacy Guidebook for Organizations is one of the resources to support implementation of community-based early literacy programs throughout the state of Oregon. All information for this RFA can be found on OregonBuys.

An informational pre-application conference for this RFA will be held on Wednesday, April 9, 2025, at 10:00 AM. Any questions or requests for clarification can be sent to this question submission form. Questions that are received by April 28, 2025, will be included in a Frequently Asked Questions (FAQ) document and posted on OregonBuys.

News and Resources for Multilingual and Migrant Education

 1. Honoring Ron Petrie: A Legacy of Leadership in Migrant Education

Ron Petrie, who passed away this year, was a visionary whose dedication laid the foundation of migrant education in the United States. His journey began at St. Paul Elementary School in Oregon, where his early observations of migrant students between 1957 and 1964 played a pivotal role in shaping what would become a nationwide effort to support migrant learners. 

During these formative years, Ron gathered crucial research and development data that provided undeniable evidence of the need for educational programs tailored to the unique challenges faced by migrant children. His findings persuaded Oregon’s Superintendent of Public Instruction, Rex Putnam, to explore new approaches to serving migrant students. St. Paul Elementary, which had welcomed migrant families for over a decade, became the first site for the development of these foundational programs. 

Ron’s work in Oregon did not go unnoticed. In the winter of 1964, he was called upon by the Education Division of the War on Poverty Program and appointed as the National Director of Migrant Education. His firsthand experience with migrant communities in Oregon, coupled with his ability to collaborate with a dedicated team, established him as a respected leader and fierce advocate for migrant students across the country. His expertise and unwavering commitment became the cornerstone upon which the Title I-C Migrant Education Program was built. 

Thanks to Ron’s leadership, Oregon played a crucial role in the early development of migrant education at the national level—an effort that has since grown to impact students nationwide. His legacy continues to inspire educators and policymakers working to ensure that every migrant child has access to the education and support they need to thrive. 

Oregon’s contribution to this national movement is undeniable, and we honor Ron Petrie for his lasting impact on the lives of migrant students and their families. His work laid the groundwork for a future where all children, regardless of their circumstances, have the opportunity to succeed.

2. MSIX Update: Login.gov Coming Soon

Beginning April 26, 2025, MSIX users will no longer access MSIX using their existing MSIX usernames and passwords, instead users will access MSIX through Login.gov. Login.gov securely verifies, stores, and manages an individual’s digital identity using security measures that ensure greater protection of data. MSIX users will need to set up a Login.gov account and complete an identity verification process for their Login.gov account. The MSIX Team will provide further information on the Login.gov integration soon.

Office Hours for Login.gov will also be scheduled for the weeks of April 28th and May 5th to provide live interactive support to MSIX users. Further information about Office Hours will be provided in the future.

4. New Resource Available to Support Family Preparedness 

As part of the ongoing efforts by the Lane County Support Alliance to equip families with essential tools for emergency preparedness, a valuable new resource has been made available. In addition to the comprehensive Family Preparedness Packet, the Alliance has released an informative video series designed to help families better understand how to use the various documents and tools included in the packet.

These resources play a crucial role in ensuring that children remain safe and protected in the event of an emergency. By guiding families through the preparedness process, these materials empower caregivers with the knowledge they need to take proactive steps in safeguarding their loved ones.

To make this information accessible to a broader audience, both the instructional videos and preparedness tools are available in English and Spanish.
