Updated 25-27 Preliminary Allocations for HSS, SIA, EL, and EIIS Programs

We recognize that it is Spring Break and many folks are out of office - we celebrate that! And, we wanted to be sure to send information regarding 25-27 Preliminary Allocations as soon as possible. We will send a follow up email with EII’s Aligned Message early next week, but wanted to share this information today.
Thank you for your grace and patience as ODE staff has worked diligently to provide updates and clarify information regarding the 25-27 Preliminary Allocations for the Integrated Programs.
Data for Allocations
By statute and administrative rule, High School Success, Student Investment Account and Early Literacy Success School District Grants utilize Extended ADMw to calculate allocations. Early Indicator and Intervention Systems, by statute, uses ADMr to calculate allocations.
All programs use the Second Period Cumulative ADM data collection from the year prior, reflecting data for the first half (July through December) of each school year, which is collected, cleaned, verified, and finalized January through May. So, for the 25-26 allocations, 24-25 Second Period Cumulative ADM data is utilized.
**For preliminary allocations, 23-24 Second Period Cumulative ADM data is utilized.**

Updated 25-27 Preliminary Allocations
Many have requested to see a version of the 25-27 Preliminary Allocations that includes both Current Service Level (CSL) allocations and allocations based on the Governor’s Recommended Budget (GRB). We are pleased to share updated 25-27 Preliminary Allocations that include both CSL and GRB for the following programs:
- High School Success (HSS)
- Student Investment Account (SIA)
- Early Literacy (ELSSDG)
- Early Indicator & Intervention Systems (EIIS)
There are a few things to keep in mind as you review these Preliminary Allocations:
- CSL for High School Success is at $361.8 million available for distribution; GRB recommends a reduction to HSS, bringing the total available for distribution to $345.5 million. High School Success uses 9-12 ADMw for allocation calculations.
- CSL and GRB for the Student Investment Account are the same, so there is no differentiation between the two totals available for distribution. Both reflect $1.13 billion available for distribution in 25-27. Student Investment Account uses K-12 ADMw for allocation calculations.
- CSL for Early Literacy Success School District Grants is at $93.7 million available for distribution, while the GRB recommends an additional $100 million investment in school district grants, bringing the total available for distribution to $193.7 million. Early Literacy uses K-3 ADMw for allocation calculations (this is a shift from the Jumpstart Biennium wherein K-5 ADmw was utilized).
- Similar to the SIA, CSL and GRB for Early Indicator and Intervention Systems reflect the same amount, ensuring funds are available for the statutorily mandated $3.00 per ADMr. EIIS uses K-12 ADMr for allocation calculations
CSL
ODE has preloaded CSL Preliminary Allocations for SIA, ELSSDG, and EIIS as they are the more conservative estimates for budgeting.
GRB
We have preloaded GRB Preliminary Allocations for HSS as it is the most conservative estimate we have for budgeting.
These 25-27 Preliminary Allocations are now reflected in your Integrated Application budgets in the Smartsheet RAD WorkAPP.
