This is a follow up to the special message that went out on February 13th, 2025. Thank you for your patience as we have navigated a few corrections.
25-27 Preliminary Allocations for the Student Investment Account (SIA), High School Success (HSS), Early Literacy Success School District Grants (ELSSDG), and Early Indicator & Intervention Systems (EIIS) are shared to provide estimates based on Current Service Level for Integrated Application planning and to be expended during the 25-27 biennium, beginning July 1, 2025 through June 30, 2027. Our team noticed an error on the HSS and SIA allocations since the release of the initial message yesterday afternoon, and have since updated the documents. If you reviewed and / or downloaded the PDFs prior to 9:00 am on February 14th, 2025, please discard and download the corrected version (linked below).
A few things to keep in mind as you review these 25-27 Preliminary Allocations:
Student Investment Account
To calculate 25-27 SIA Preliminary Allocations, ODE uses 23-24 Second Period Extended ADMw for K-12.
The allocation method for these funds is a disbursement model, meaning grantees will submit claims quarterly in advance of expenditures.
High School Success
To calculate 25-27 HSS Preliminary Allocations, ODE uses 23-24 Second Period Extended ADMw for 9-12.
Beginning with the 25-27 biennium, the allocation method for these funds is a disbursement model, meaning grantees will submit claims quarterly in advance of expenditures.
Early Literacy Success School District Grant
To calculate 25-27 ELSSDG Preliminary Allocations, ODE uses 23-24 Second Period Extended ADMw for K-3.
It is important to note that for the 23-25 Jumpstart Biennium, ELSSDG utilized K-5 ADMw, so the 25-27 Preliminary Allocations will reflect that shift.
The allocation method for these funds is a disbursement model, meaning grantees will submit claims quarterly in advance of expenditures.
Early Intervention and Improvement Systems
To calculate 25-27 EIIS Preliminary Allocations, ODE uses 23-24 Second Period Extended ADMr for K-12.
The allocation method for these funds is a reimbursement model, meaning grantees will submit claims as they expend funds throughout the biennium.
Final allocations will be calculated using the 24-25 Second Period Data and with final amounts for distribution based on the Legislatively Approved Budget.
