ESSA Quick Reference Brief Spotlight: Student Incentives

The Elementary and Secondary Education Act (ESEA) does not explicitly address student incentives. In the absence of a reference in law, states and districts must look to regulations, non-regulatory guidance, and other communications from the U.S. Department of Education (ED) for direction.

In ESSA Quick Reference Brief: Student Incentives, find out more about how the cost principles in the Uniform Grants Guidance (UGG) and the U.S. Department of Education’s Letter to Anderson must be used to inform decisions about the allowability of student incentives purchased with federal funds.

‘Tis the Season (to Document Time and Effort)

Is your district using Federal Funds to pay the salary and benefits of staff? If so, please remember that all employees whose salary is paid with federal funds (in whole or part) must track and formally document their time and effort.

Charges to federal awards for salaries and wages must be based on accurate records systems.  Time and Effort systems must meet the requirements outlined in 2 C.F.R. Part 200.430(i) of the Uniform Grants Guidance (UGG), including:

  1. Maintaining an internal system of controls;
  2. Developing written policies and procedures;
  3. Ensuring 100% of staff time is documented;
  4. Documenting actual time spent on federal program activities (rather than projections);
  5. Following established accounting activities and procedures; and
  6. Tracking time by cost objective.

CIP Budget Narrative Submission Reminders 

Submit

The CIP Budget Narrative is where districts describe how ESSA grant funds will be used in service of school and district plans for continuous improvement. The 2024-25 CIP Budget Narratives for Titles I-A, I-D, II-A, IV-A and IV-B (REAP/RLIS) opened on August 8th and were due November 1st.

The Federal Systems Team recognizes the multiple demands districts are currently experiencing and is committed to working in partnership to ensure that they receive all funds for which they are eligible. Some additional dates to track are included below:

  • Carryover narratives opened November 22nd, and are due Friday, January 17, 2025.
  • Funds will be frozen for any district that has not submitted the 2024-25 CIP Budget Narrative by February 3, 2025.
  • Funds will be liquidated for any district that has declined or has not applied for federal grants through the 2024-25 CIP Budget Narrative on June 1, 2025.

Webinar Series: Title I “101” Session 3

This year the Formula Grants Team is offering quarterly webinars organized around the Formula Grants Calendar of Activities. These webinars are intended to provide just-in-time support for new Title I-A program managers, as well as time for collaboration and discussion.

The next webinar in the series will take place on Wednesday, February 5th from 11 – 12:00 PT using this Zoom link.

In Session 3 we’ll be diving deeply into the concept of consultation, discussing consultation with private schools for Equitable Services, as well as with Tribal Governments for covered Title programs.

Title 2

Title II Tuesdays

Title II Tuesdays is a monthly opportunity to dive deeper into topics specific to Title II-A and connect with others doing this work in Oregon. The slide deck for Session 4: Evaluating Professional Learning is now available on the ODE website.

Session 5 will be held on January 28th from 10-11 AM using this Zoom link. For this session we will be joined by Janette Newton, Oregon’s Private School Ombuds for a discussion of Equitable Services under Title II-A. Please bring your experience and voice to the conversation!


Division 22 Standards Professional Learning Series 

Start off strong in 2025 by attending the January session of the Division 22 Professional Learning Series. This series is designed to support district leaders in implementing specific standards and new requirements within Division 22 of the Oregon Administrative Rules. Additional goals of the series include: 

  • featuring speakers/panels from districts that are innovating and implementing best practices
  • sharing practical tools and exemplars
  • collaborating on problems of practice

Join us virtually on Friday, January 10th from 9:00 -10:30 am, when we will focus on the following topics:
