1. Clarifying Allowable Costs for Food, Conferences and Meetings

The Department of Education has provided updated guidance to grantees on food at meetings, events, and conferences. The FAQs to Assist U.S. Department of Education (ED) Grantees to Appropriately Use Federal Funds for Food, Conferences, and Meetings document offers detailed examples and scenarios to help grantees understand when food, beverage, and conference costs may be considered reasonable and necessary under federal grants. From working lunches to family engagement events, the document provides clarity on aligning expenses with program goals and federal cost principles. Explore this resource for practical tips on event planning, participant support costs, and technical meeting requirements.

2. Informational Update: OSSB Award Summary

Processing has now been completed for the 2024 award year. In 2024:

  • Seals were awarded in 35 different languages, including American Sign Language.
  • Of those 3,248 awards, 32 students earned the Oregon State Seal of Multiliteracy by demonstrating proficiency in three or more languages.
  • For the subset of Seals requested for students attending Oregon K-12 public schools:
    • 61.5% of Seal recipients are current or former English learners.
    • 70.7% of Seal recipients have a language of origin other than English.

News and Resources for Multilingual and Migrant Education

1. Article: Historic Investments in Hispanic-Serving Institutions

President Biden and Secretary Cardona recently celebrated a historic milestone with the announcement of Executive Order 14214, which establishes the first-ever White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity through Hispanic-Serving Institutions (HSIs).

During the event, nearly two dozen HSI champions joined the celebration as President Biden and Vice President Harris unveiled $19 million in transformational research infrastructure investments for five HSIs located in Florida, Illinois, Texas, and Puerto Rico. These funds are part of the Department of Education’s Research and Development Infrastructure Program, which is distributing $49 million to support historically Black colleges and universities, tribally controlled colleges and universities, and other minority-serving institutions.

2. Apply Now: OSAC Scholarships for the 2025-26 School Year Are Open!

Stay informed and help your students find scholarships with OSAC, offering over 600 opportunities for high school seniors, current college students, and adults returning to college.

The Early Bird Deadline is February 18, 2025, with completed applications entered into a drawing for $1,000 in award. The final deadline to submit the OSAC Scholarship Application is March 3, 2025.

Explore the Scholarship Catalog to review eligibility and requirements for 600+ OSAC Scholarships. Use the PDF version and search by keyword based on major, activities, high school, region, employers, and more. Students can create a personalized list and save scholarships in Section 2 of the application. This year, the application includes 14 new scholarships, with codes 938 or higher.

4. Article: Undocumented Students Have the Right to a Free Education. This Is Why 

What happens when the right to education is challenged? The landmark Plyler v. Doe Supreme Court decision guaranteed undocumented children access to public education but attempts to undermine this ruling continue. This article examines how state lawmakers and school districts have tried to bypass the ruling over the years and what the future may hold as calls to overturn it resurface. 5 Article: LMU Receives $5.75 Million Department of Education Grant to Launch National Center Supporting English Learners

Loyola Marymount University is excited to announce a major step forward in supporting English learners with a $5.75 million grant from the Department of Education. This grant will help launch the National Comprehensive Center for English Learners and Multilingualism, a groundbreaking initiative led by LMU's Center for Equity for English Learners in partnership with Education First. The center aims to improve educational outcomes for students learning English, ensuring they have the support they need to thrive in the classroom.
