Informational Update: Aligning for Student Success - November Aligned Message

Our team acknowledges and appreciates the attention to deep Community Engagement and Needs Assessment work happening across the state within a busy fall in schools and communities. In this month’s message, you’ll find information about:

  1. Integrated Programs Reporting Updates
  2. Longitudinal Performance Growth Targets (LPGTs) and Local Optional Metrics (LOMs)
  3. EIIS Community of Practice - space still available!

Integrated Programs Reporting Updates

Integrated Programs Year 2, Q1 is open! This report is due October 31, 2024 and  involves two links that are now updated in the Integrated Programs Reporting and Application Dashboard (RAD) in  the purple section “Integrated Program (SIA, HSS, EIIS, Perkins, CSI/TSI) Reporting”. Grantees are required to make updates to the 2024-25 budget, update the  progress marker status, and respond to Journaling questions. Additional guidance can be found here.

Early Literacy Year 2, Q1 reporting is open! This report is due October 31, 2024 and involves one link that is now updated in the RAD in the pink section “Early Literacy Success School District Grant Reporting”. Grantees  are required to make updates to your 2024-25 budget so that it balances to the  final Year 2 allocation. Please note, ODE will not be able to calculate Year 1 Carryover funds to add to the Year 2 budget until after the Annual Report has been submitted and reviewed. ODE will balance these funds During Y2 Q2 Expenditure Reporting due January 31, 2025. Additional guidance can be found here.

Integrated Programs Annual Reporting is open! This report is due November 30, 2024. This report involves three links that are now updated in the RAD in the purple section “Integrated Program (SIA, HSS, EIIS, Perkins, CSI/TSI) Reporting”. Grantees are required to report on expenditures that occurred between April 1, 2024 - September 30, 2024; update progress marker status; and respond to Narrative questions. Narrative responses need to be posted online and presented to your Board. Draft Board Minutes need to be submitted to ODE before the Annual Report can be marked complete. Early Literacy Annual Report is open! The report is due November 30, 2024. These links are now updated in the RAD in the purple section “Early Literacy Success School District Grant Reporting”. Grantees are required to report on expenditures that occurred between October 1, 2023 - June 30, 2024; update Early Literacy Inventory and Fidelity of Implementation questions; provide student outcomes for High Dosage Tutoring and Extended Learning; and provide evidence that teachers are participating in Professional Development and Coaching. There is not a Board Presentation requirement for the Early Literacy Q4/Annual Report for the 23-25 biennium. Encouragement to submit the Early Literacy report upon completion and not wait until the Integrated Program report and board presentation is complete. Additional guidance can be found here.


Longitudinal Performance Growth Targets (LPGTs) and Local Optional Metrics (LOMs)

Data Availability Timeline and Format

In 2023, grantees set five years of LPGTs for years 2023-24 through 2027-28. The first year of data comparable to set targets is planned to be available later this month for the Regular Attender rates, 9th Grade On Track rates, and 3rd Grade ELA Proficiency rates. Grantee’s data will be populated within their LPGT/LOM sheets in Smartsheet, accessed through their Integrated Programs Reporting and Application Dashboard (RAD), within the “Your Specific Links” section. These new links will have updated trend data, space for adding on two years of targets with the 2025-27 application cycle, and columns and rows with formulas for faster comparison between groups–so be sure to update your bookmarks! More information will be provided with the release of the data.

It is anticipated that the 2023-24 actuals for the 4 year cohort graduation rate and the 5 year cohort completion rate will be released within the same Smartsheet in February 2025. ODE is also planning to create and distribute data visuals/sheets alongside data tables for all five common metrics in February 2025 to further support grantees.

Actuals and Targets: Data Review Process

ODE recognizes that one year of data is not a trend and sustainable change takes time. With the finalization of the first year of actuals to compare to targets, ODE will continually review these data as detailed in the outline below. The emphasis of these reviews will be bright spots of improvement as well as places for support. ODE plans many touch points to gather information about strategies that are going well, pivots that are happening as grantees review their data with communities, and new approaches to the work undertaken by grantees before corrective action is initiated. We recommend that grantees review Section 7 of the Updated Integrated Guidance for a reminder of the continuum of supports and improvement opportunities.

The timeline below details grantee and ODE actions as well as meetings between grantees and ODE prior to initiation of formal corrective action based on LPGTs and LOMs.

  • Annual reporting window 2023-24 (Sept 1, 2024- Nov 30, 2024): 
    • Grantees provide an assurance that they have reviewed progress toward meeting their established LPGTs/LOMs. 
    • Grantees will also reflect and share in their Annual Reflection questions how they see plan implementation progress contributing to their Outcomes, Strategies, and LPGTs/LOMs.
  • Fall 2024 and Winter 2025: 
    • November 2024: ODE updates grantee’s LPGT Smartsheet with 2022-23 and 2023-24 actuals for 3rd Grade ELA proficiency, Regular Attender rates, and 9th Grade On Track rates.
    • February 2025: ODE updates grantee’s LPGT Smartsheet with 2022-23 and 2023-24 actuals for 4 Year Cohort Graduation and 5 Year Cohort Completion rates.
    • February 2025: ODE provides 5 years of data for the five common metrics via data sheets.
  • Spring/Summer 2025: 
    • Grantees input 2023-24 actuals for any LOMs into their Smartsheet ahead of codevelopment.
    • Grantees codevelop an additional two years of targets (2028-29 and 2029-30) with ODE following the approval of their Integrated Program Plans. Part of the codevelopment process includes conversations about progress toward meeting goals. ODE staff will take notes on progress, shifts in strategies, and how grantees are addressing any challenges in meeting targets.
  • Annual reporting window 2024-25 (July 1-August 15, 2025):
    • Grantees review actual metric rates compared to previously created LPGTs and LOMs and share reflection on progress. Grantees will describe how activities are supporting progress towards targets and if any shifts in strategy implementation are planned for the future based upon that current progress. This includes specific metrics and target types in the reflection.
  • Fall 2025 and Winter 2026: 
    • ODE provides the 2024-25 data for the five common metrics, with built-in indicators for actuals being above or below targets in their LPGT Smartsheet.
    • ODE also reviews the data available (two years of LPGT/LOM actuals compared to targets, notes from 2025 codevelopment, narrative questions in annual reporting in 2023-24 and 2024-25) and reaches out to grantees for further conversations, if needed, to discuss not meeting targets. Per statute1, actions could include requiring the grantee to enter into a coaching program or directed expenditure of grant funds.

EIIS Community of Practice - space still available!

The Early Indicator & Intervention Systems Community of Practice supports teams in their continuous improvement cycle through planning and implementing action plans based on team and system needs. The Community of Practice includes once per month 90-minute virtual meetings over the course of a school year. Facilitators will coach teams through the planning and implementation of their action plans and introduce key concepts, goals and outcomes, and tools and resources. This session will run from October 2024 to May 2025 with eight virtual collaborative learning sessions. Register you and your team now!

Positive Connections Events

The Every Day Matters team was honored to work with the Governor’s office to host Positive Connections events at Junction City and Salem-Keizer school districts on October 15. Governor Tina Kotek and Dr. Charlene Williams were both present at the Salem-Keizer event, along with board members, community leaders, and district leadership. Deadline to claim Federal School Improvement Funds

Reminder: the deadline to claim Federal School Improvement Funds allocated for the 2023-24 school year is November 14, 2024. Additionally, we are in the process of reviewing School-level Plans and Progress Updates. If you have not yet submitted these documents, please do so at your earliest convenience. The School-level plans can be found on the Reporting and Application Dashboard (RAD) and the Progress Updates are submitted via Smartsheet form

FAQs

  • Early Literacy Rule Guidance for Early Literacy Positions
    • As stated in OAR 581-017-0801, in order to use Early Literacy funds to pay for literacy coaches, interventionist and/or specialists those personnel must have a literacy-focused endorsement. Beginning in the 25-27 biennium, the following endorsements are considered “literacy-focused” endorsements: Elementary Multiple Subject, Reading Intervention, Special Education: Generalist, and English to Speakers of Other Languages. Personnel serving as Interventionist must hold a Reading Intervention endorsement.
  • When will data be made available to grantees for comparing Longitudinal Performance Growth Targets (LPGTs) to actuals with 2023-24 data?
    • ODE expects to provide grantees with updated Smartsheet links (accessed through the RAD) that contain suppressed 2023-24 data for Regular Attenders, 9th Grade On Track, and 3rd Grade ELA Proficiency in late November. 2023-24 Four Year Cohort Graduation and Five Year Cohort Completion rates are planned to be added to grantee Smartsheets in February 2025.
  • I would like to access my district’s most recent data to guide my community engagement discussions. Where can I find this information?
    • All school districts in Oregon have access to their most recent data within the Achievement Data Insight (ADI) application on the ODE District website (https://odedistrict.oregon.gov/Pages/default.aspx). Please reach out to your District Security Administrator (lookup: https://district.ode.state.or.us/CentralLogin/DSASearch) to gain access to ADI. Note that the data sharing agreement between DHS and ODE does not allow for ODE to share unsuppressed or student-level Students Experiencing Poverty data to district staff. 
  • We already know, in October 2024, that we didn’t meet our targets for 2023-24. Do we need to develop a plan to address this?
    • Although grantee tracking of their progress toward meeting targets is required and important, a single year of not meeting targets will not result in formal corrective action by the ODE. Grantees should reflect on their LPGTs and report in the annual reporting narrative questions (September 1, 2024-November 30, 2024) any changes being made in strategies and activities to address challenges in meeting targets. The first formal review by ODE that may result in required coaching program participation or directed funding will be in late winter/early spring 2026, with two years of target/actual data (2023-24 and 2024-25).
  • Our LPGTs were developed by a former administrator and I don’t agree with these targets. Can we change them?
    • LPGTs and LOMs co-developed by ODE and members of grantee leadership were approved by the grantee’s governing board. The targets are intended to utilize the substantial feedback from community engagement that also shaped grantee plans. Because the targets very intentionally reflect the work and agreements of the community, not a single administrator, the targets will not be adjusted due to a change in leadership alone. ODE does recognize, however, that large shifts to student populations may warrant a review of targets in light of a substantially different student body. For this reason, grantees may submit a request for amended LPGTs/LOMs for ODE to review. Requests not demonstrating sufficient shifts to the student body or extraordinary circumstances will be denied. The process to request a revision of targets will be released in mid-December 2024. 
  • Our actuals for 2023-24 went down from the 2021-22 rates and now we have a greater gap to improve than we had when we set the targets. Can we revise them?
    • Not meeting targets is not a sufficient reason to revise existing targets. Progress is generally not linear and grantees should consider if the current strategies in place will need further time to have the intended effects of increasing outcomes OR if they should further engage the community to shift strategies for improvement. For support in brainstorming strategies for improvement, please reach out to your Regional Support contacts or your ESD Liaison (found in your contacts section of your Reporting and Application Dashboard (RAD)).
  • What resources does ODE offer to support districts working to meet these targets?
    • ODE offers a continuum of supports and all districts and schools can make use of these universal supports and improvement opportunities at no cost. This continuum of supports is outlined in Section 7 of the Updated Integrated Guidance and more information can be found on the EII Technical Assistance, Professional Learning and Coaching page of our website. ODE also offers support through the Intervention and Strengthening Program in a wide range of topics including supporting mental health, improving community engagement, and literacy.   • We met or exceeded our 2027-28 targets for a metric in 2023-24! Can we adjust our targets upward?
    • Congratulations! We’re excited to see that the strategies you have implemented have been effective; we look forward to learning from you and sharing with others the foundations that built your success. As with targets that have not yet been met, already meeting future targets is not a sufficient reason to revise existing targets. Instead, consider what pattern you expect to see in the future. Are the strategies expected to produce continued improvement until a certain threshold? Will additional strategies need to be employed to increase further and how long do those take to implement? Use that information to start planning for attainable but ambitious targets for 2028-29 and 2029-30.

OHA - Healthy Oregon Workforce Training Opportunity (HOWTO) Grant Program

Oregon Health Authority (OHA) and Oregon Health & Science University (OHSU) have dedicated approximately $9 million for the Healthy Oregon Workforce Training Opportunity (HOWTO) Grant Program Round 6. The grant is designed to support innovative, transformative, and community-based training initiatives that will address health care workforce shortages and expand the diversity of the health professional workforce and is intended to expand health professional training within the state to address health care workforce shortages for people in culturally and linguistically diverse groups, groups that have been economically and socially marginalized, Tribal communities, rural communities, and communities experiencing inequities throughout Oregon. *Health Care includes mental and behavioral health.
