1. The Oregon Multilingual Learner Collaborative Launches Next Week on November 5th!
The Oregon Multilingual Collaborative is a collaborative of professional educators, administrators, higher education and education partners who have a vested interest in elevating outcomes for multilingual learners through high-quality instructional programs and practices. Participants will learn from one another, with one another and share resources that advance the success of multilingual learners.
On the first Tuesday of each month, from 2:30-4:00 PM (PDT), the ML Collaborative will meet and address a problem of practice identified from feedback from the field related to issues faced in the world of education for multilingual learners.
Please use the Oregon Multilingual Learner Collaborative Form to share ideas on problems of practice you’d like to see addressed by the ML Collaborative. The top three topics for problems of practice so far are:

Programming for Multilingual Learners: develop and share resources for instructional models such as integrated ELD, dual language, (bi)literacy

Newcomer Multilingual Learners: Access to CORE, honoring previous coursework from outside the U.S, effective instructional strategies for newcomer MLs

Multilingual Teacher Preparation and GYO Programs: Strengthen pipeline for bilingual educators, multilingual educator development & retention

2. Updates to the Early Literacy Success Community Grants 2024-2027 RFA
The Oregon Department of Education’s (ODE) Office of Equity, Diversity, and Inclusion (OEDI)’s Request for Application (RFA) for the 2024-2027 Early Literacy Success Community Grants has been amended to include some changes to eligibility requirements and extending of the due date.
Previously, Section 1.3 of the RFA stated that to be eligible for this grant, applicants must be a(n):
- Community-Based Organization
- Early Learning Hub
- Provider of Early Learning Services
- Post-secondary Institution of Education
- Public Library
AND must have all the following:
- An in-house accounting and human resources department.
- An implemented continuous improvement process that employs participant feedback.
- A web presence and marketing tools.
- An existing tutoring program and ability to provide early literacy high dosage tutoring as defined in OAR 581-017-0801 (21).
- A data management system to monitor project activities.
- Accessible physical spaces for tutoring.
We no longer require an applicant to have requirements: (1) an in-house accounting and human resources department and (4) an existing tutoring program and ability to provide early literacy high dosage tutoring as defined in OAR 581-017-0801 (21).
In addition, the application due date has been extended from October 31, 2024, to November 21, 2024. All information for this RFA can be found onOregonBuys.

This resource reflects years of collaboration with Oregon’s tribal governments to share a comprehensive narrative of Oregon’s history and vibrant cultures that enrich our communities today. This page is filled with valuable resources, including lesson plans and professional development, so make sure to bookmark it, as new information is added regularly.
Additionally, the Oregon Historical Society has a resource on their website called Experience Oregon, which serves as the cornerstone of their museum experience. Best of all, is that this wealth of information is available year-round. 3. Article: Hope Chinese Charter School’s Remarkable Achievements!
Hope Chinese Charter School (HCCS) is thrilled to celebrate its outstanding achievements in the Oregon Department of Education’s standardized assessment results. 4. Virtual Workshop: OMESC ID&R Plan, November 18, 2025
This collaborative session is designed for Regional MEP Coordinators, data specialists, recruiters, and other key MEP staff to enhance their local ID&R efforts. This workshop will focus on analyzing migration trends and agricultural patterns across regions, addressing recruitment challenges, and developing customized strategies to identify out-of-school youth, preschool-aged children, and highly mobile families.
Participants will receive a structured template to guide the creation of their local ID&R Plans, ensuring alignment with the state’s Service Delivery Plan (SDP) goals. The components of the ID&R Regional Plans shall include: ID&R Strategies & Goals, Recruitment Calendar & Deployment, ID&R Resources, PD, Local Quality Control, and an opportunity to reflect on lessons learned. 7. OACE 2025 Winter Conference, Proposals Due December 27,2024 (Repost)
OACE invites you to submit your proposals for the Oregon Association for Comprehensive Education's Winter Conference, taking place on January 17-18, 2025. This year’s theme is “Windows and Mirrors: Looking Beyond and Within to Motivate and Empower Parents, Students, and Community Leaders.”
OACE is seeking proposals for 90-minute presentations that will be delivered in Spanish, focusing on topics such as migrant education, parent partnerships, school safety, mental health, and more.
