The ODE Migrant Education team wants to extend sincere gratitude to each of you who were able to join the MEP Institute from October 3-5, 2024. ¡Esperamos que encontraran las sesiones útiles y inspiradoras!

A special thank you goes out to folks who contributed their thoughts, suggestions and being present, as well as everyone who supported families and youth in attending the event. Your dedication to our mission makes a profound difference. Much appreciation also goes out to the Oregon Migrant Education Service Center (OMESC) team for their amazing coordinator and support in making this event a success.

2. A Heartfelt Farewell to Myrna Muñoz 

Last week the Multilingual and Migrant Education (MME) team gathered to say goodbye to Myrna Muñoz and we want to express our heartfelt appreciation for the incredible contributions they have made during their time with us. Over the past year, Myrna helped lead the completion of our migrant education programs needs assessment, and development of a new five-year plan for migrant education. She has made invaluable contributions to our Multilingual Learners Strategic Plan and ensuring multilingual learners are centered in literacy initiatives. Beyond that, with a remarkable career spanning over 25 years in educational leadership, Myrna has been a driving force behind our commitment to advancing equity for multilingual and migrant students and will be deeply missed.

3. Reminders: Upcoming Data Collection Important Dates  

Mark your calendars for the following dates:

  • The 2024-25 Fall EL data collection opens on October 17, 2024 at 1:00 PM (PDT). Please contact Kim Miller, data steward, for assistance.
  • The 2024-25 Recent Arrivers data collection closes at 11:59 PM  (PDT) on October 25, 2024. Please contact Reza Norouzian, data steward, for assistance.

4. Update on District Multilingual and English Learner Plans

Oregon districts will be submitting updated EL/ML district plans in the 2024-25 school year. ODE staff have revised the district plan template based on feedback received from district staff. The 2024-25 district plan template has the following changes:

  • Districts no longer need to submit data with the EL/ML district plan; ODE staff will provide data for program evaluation.
  • District assurances are included for plan elements that don’t require open responses.
  • Open-ended questions address process/procedures. These responses will be used on the TIII monitoring rubric, instead of having districts submit these process/procedures in multiple places

ODE staff will provide training and support for all districts during this process in the coming months. Plan templates, presentations and other documents will be posted to the District Local Plans for Title IIIpage.

Oregon districts last submitted an EL district plan in February 2018. The 2017-18 EL plan included updates required by Oregon’s EL Outcome Law and Every Student Succeeds Act. ODE staff have encouraged districts to revise their EL district as needed, however the district was not required to submit any revisions. The 2017-18 district EL plans were reviewed by ODE staff due to the changes related to state and federal law updates. Districts received formal communication and copies of scoring rubrics for the 2017-18 district EL plans.

5. You Are Invited to Join the Oregon Multilingual Learner Collaborative! (Repost) 

The Oregon Multilingual Collaborative is a collaborative of professional educators, administrators, higher education and education partners who have a vested interest in elevating outcomes for multilingual learners through high-quality instructional programs and practices. Participants will learn from one another, with one another and share resources that advance the success of multilingual learners.

On the first Tuesday of each month, from 2:30-4:00 PM (PDT), the ML Collaborative will meet and address a problem of practice identified from feedback from the field related to issues faced in the world of education for multilingual learners.

6. Update: ESEA Required Multilingual and English Learner Parent/Guardian Notification Letters Posted 

ODE has developed a Parent Notification Letters web page where all ESEA required letters are linked. These letters are editable by districts to customize to meet their communication needs.

The following letters support Multilingual and English Learners are now available for download:

  • Instructional Program Descriptions
  • Parent Meeting Request
  • Parent Teacher Conference Notification
  • Reporting and Accountability Notice
  • Waiver Request Form
  • Continued English Learner Placement Notification
  • Parent Consent – Return to Active English Learner Status
  • Notice of English Learners Family Translation Support
  • Parent Request to Return Student to EL Program
  • Notification of English Learning Program Completion

7. Reminder: Early Literacy Success Community Grants 2024-2027 RFA

The Early Literacy Success Community Grants 2024-2027 RFA are open on OregonBuys. Applications are due October 31, 2024, by 5:00 PM. Please review all RFA materials prior to applying, including the Community Early Literacy Framework(CELF). All materials can be found on the relevant OregonBuys website, under “File Attachments”.

Any questions or requests for clarification can be sent to Sarah Ortiz. Questions that submitted by October 11, 2024, will be included in a Frequently Asked Questions (FAQ) document and posted on OregonBuys.

1. Fall Literacy Conference: Igniting Curiosity & Cultivating Literacy for All, K-12, October 26, 2025 (Repost)

Designed to empower K-12 educators and college students, this gathering promises a rich variety of insights, strategies, and networking opportunities aimed at elevating literacy instruction for all learners with a special focus on multilingual learners.

Keynote speaker, Dr. Eugenia Mora-Flores, will share her insights, research, and strategies for effectively supporting multilingual learners in achieving academic success. Professor of Education at the University of Southern California and respected author, Dr. Mora-Flores brings a wealth of knowledge and experience to the conference. Don't miss this inspiring address from a leader in the field!

2. Opportunity: Call for Presenters for the OACE 2025 Winter Conference, Proposals Due December 27,2024

OACE invites you to submit your proposals for the Oregon Association for Comprehensive Education's Winter Conference, taking place on January 17-18, 2025. This year’s theme is Windows and Mirrors: Looking Beyond and Within to Motivate and Empower Parents, Students, and Community Leaders.

OACE is seeking proposals for 90-minute presentations that will be delivered in Spanish, focusing on topics such as migrant education, parent partnerships, school safety, mental health, and more.

  • Submission Deadline: Friday, December 27, 2024
  • Use the OACE Workshop Proposal Form to submit your proposal
  • Registration fees are waived for presenters

El Instituto de Mexicanas y Mexicanos en el Exterior (IMME) te invita a la Décima Sesión Informativa de Educación titulada “A Dónde Voy, La Escuela Va Conmigo,” programada para el miércoles 30 de octubre de 11:00 AM a 12:30 PM (CDMX).
