ESSA Quick Reference Brief Spotlight: Foster Care Basics

Children and youth in foster care represent one of the most vulnerable student subgroups in the country, and State educational agencies (SEAs) and districts hold specific responsibilities aimed at supporting the educational rights of these students.

Update: ESEA Required Multilingual and English Learner Parent/Guardian Notification Letters Posted

ODE has developed a  Parent Notification Letters web page where all ESEA required letters are linked. These letters are editable by districts to customize to meet their communication needs.

Technical Assistance for Title I-A Comparability Report

The ESEA Title I-A annual comparability calculations are due by December 1st. This requirement applies to all school districts that accept Title I-A funds with the exception of any district that has one building per grade span. In addition, if a district has a school with fewer than 100 students enrolled, the school does not need to be included in the comparability calculations. Relevant documents for the report can be found on the District Title I-A Resources web page.

The Federal Systems team developed a revised reporting template and is offering two training opportunities:

Evidence of the district’s comparability should be submitted to Lisa Plumb at lisa.plumb@ode.oregon.gov by December 1, 2024.

 


Tribal Consultation and CIP Budget Narrative Approvals

Consultation requirements under section 8538 of the ESEA, as amended by ESSA, require affected local education agencies (LEAs) to consult with Indian tribes (or those tribal organizations approved by the tribes located in the area served by the LEA) prior to submitting a plan or application for covered programs. This requirement is designed “to ensure timely and meaningful consultation on issues affecting American Indian and Alaska Native students.”

Affected LEAs include those LEAs whose Title VI Award for the previous fiscal year was >$40,000 OR LEAs that are members of a consortium who received >$40,000 in Title VI funds in the previous fiscal year. ODE staff provided training to affected LEAs over the summer making them aware of consultation requirements and the process for submitting the affirmation of tribal consultation and tribal consultation worksheet.

  • Title I, Part C
  • Title I, Part D
  • Title II, Part A
  • Title II, Part A
  • Title IV, Part A
  • Title IV, Part B
  • Title V, Part B
  • Title VI, Part A

Because the CIP Budget Narrative for each covered program reflects the district’s plan for funds, approval of narratives for affected LEAs is contingent on submission of the required documents related to tribal consultation. Important resources for Tribal Consultation can be found at this ODE link  and materials should be submitted to FederalPrograms@ode.oregon.gov.


Professional Learning Opportunities

Webinar Series: Title I “101” Session 2

This year the Formula Grants Team is offering quarterly webinars organized around the Formula Grants Calendar of Activities. These webinars are intended to provide just-in-time support for new Title I-A program managers, as well as time for collaboration and discussion.

The next webinar in the series will take place on Wednesday, November 13th  from 10 – 11:00 a.m. PT via Zoom.

At this meeting we’ll discuss key tasks for November - January including:

    • Annual Comparability Report
    • Carryover Applications
    • Time and Effort (including a  presentation by Medford SD!)

We hope you are able to join us as we help you navigate your first year!


Title 2

Title II Tuesdays

Title II Tuesdays is a monthly opportunity to dive deeper into topics specific to Title II-A and connect with others doing this work in Oregon. The slide deck for Session 2 is now available on the ODE website.

Session 3 will be held on October 22nd from 10-11 AM using this Zoom link. In Session 3 we’ll dive into a discussion of professional learning including:

  • elements and examples of effective professional learning
  • the Learning Forward standards
  • planning for success when designing professional learning

Please bring your experience and voice to the conversation!


Principal and Teacher Evaluation Data Collection Now Open

The Principal and Teacher Data Collection for SY 2023-24 opened on September 19, 2024 and will close on November 15, 2024.

Through this collection districts provide information about the summative ratings of educators evaluated in the previous year. This information informs efforts to ensure that Oregon students experiencing poverty are not taught at disproportionate rates by inexperienced, out-of-field or ineffective teachers.

All districts are required to complete this collection. The user guide is available on the ODE District website along with a training slide deck and video tutorial to assist data submitters in completing this collection. Any questions should be directed to Sarah Martin.


Hispanic Heritage Month

HH

National Hispanic Heritage Month began on September 15 and ends on October 15 to recognize the achievements and contributions of Hispanic American champions who have inspired others to achieve success. It first started as Hispanic Heritage Week under President Lyndon Johnson and expanded to a full month by President Ronald Reagan in 1988. The dates were chosen because September 15 is the anniversary of independence for the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. In addition, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively.

Heritage months are a good reminder for the teaching of a more inclusive curriculum, but there is no reason to limit the inclusion to a single month. These resources can be explored and utilized throughout the year:
