Join the Oregon Health Authority (OHA) and the Oregon Department of Education (ODE) for the Fall 2024 Webinar Series: Oregon School-Based Health Services (SBHS) Medicaid Program Expansion. As part of OHA and ODE’s program goal to increase the participation in the Oregon SBHS Medicaid Program, this webinar series will offer school districts, education service districts (ESDs), and Early Intervention/Early Childhood Special Education (EI/ECSE) programs across the state an opportunity to learn about timely updates on the program expansion.

Before taking advantage of Oregon’s expanded SBHS Medicaid program, new school districts and education service districts (ESDs) must enroll with the Oregon Health Authority as School Medical Providers. School districts and ESDs already participating must also enroll separately to bill for services outside of the Individuals with Disabilities Education Act (IDEA). Additionally, supervisory-level, medically-qualified individuals must enroll to serve as referring providers on SBHS Medicaid claims.
What this webinar will provide:
- Comprehensive information about how to enroll – as an education agency or a referring provider.
- Updates to the enrollment process and tools for new and already participating education agencies, especially to help education agencies leverage the program expansion for new services and additional students.

Topic: Individual Plans of Care: Best Practices and New Requirements for Documenting Covered and Expanded Services

An Individual Plan of Care (IPOC) is a prescriptive document required to bill Medicaid for school-based health services delivered in school settings. Individualized Education Programs (IEPs) and Individualized Family Service Plans (IFSPs) are examples of IPOCs if they include health services that are a part of a student’s special education.
What this webinar will provide:
- Highlights about the role of IPOCs as part of the program expansion to covered services outside of IEPs and IFSPs.
- An overview of IPOC requirements.
- An explanation of the new requirements for documenting covered health services in special education and general education contexts.

Medicaid for school-based health services must establish cost rates each year based on the agency’s audited costs from the prior-year.
What this webinar will provide:
- Review of the process for setting rates for covered and expanded services.
- Introduce best practices to help education agencies set cost rates that reflect actual expenditures for Medicaid covered health services.
- Provide updates on key changes to the cost calculation process due the program’s recent expansion.
- Assist participants in preparing their costs for submission by January 2025.
