1. Now Available: Spanish Version of 2022-2023 Oregon English Language Learner Report
The Oregon English Language Learner Report is an annual publication required by law (ORS 327.016), which reports on financial information for English language learner programs, the objectives and needs of students eligible for and enrolled in an English language learner program, as well as provides information on the demographics of students in English language learner programs in each school district. To view the Spanish version of this annual report please visit the Oregon Department of Education’s Legislative Reports webpage.

2. Apply Now: Data Justice Stewards Advisory Group
The Oregon Department of Education (ODE) is currently seeking applicants for the Data Justice Stewards Advisory Group. This group advises ODE on data justice work for the agency, to ensure that ODE's research agenda and data collection practices protect and represent the interests of historically and currently marginalized communities.
How to Apply
- If you are interested in learning more or applying to join the Advisory Group, please complete the Data Justice Stewards Advisory Group Application form. The application form is due no later than Wednesday, October 16, 2024, at 5:00 PM.

3. Apply Now: Early Literacy Success Community Grants 2024-2027 RFA
The Oregon Department of Education (ODE) Office of Equity, Diversity, and Inclusion (OEDI) is pleased to announce the release of the Request for Application (RFA) for the 2024-2027 Early Literacy Success Community Grants. The Early Literacy Success Initiative (HB 3198) charged ODE with implementing the School District Grants, Community Grants, and Tribal Grants to uplift and support literacy throughout the state of Oregon.
HB 3198 Community Grants allocation of $10 million targets $8 million to Communities and $2 million to the nine federally recognized Tribes of Oregon. The Community Grants program is housed in ODE’s Office of Equity, Diversity, and Inclusion (OEDI) and will focus on three specific community-based goals:
1. Expand culturally and linguistically responsive early literacy programs for children in early elementary grades by:
- Encouraging family and caregiver engagement; and
- Providing research-aligned professional training and coaching for direct service staff in early literacy
2. Develop and implement programs that engage parents and children in early elementary grades in early literacy and that are available equitably and statewide.
3. Provide high-dosage tutoring programs and training to tutors to qualify the tutors for instruction in a manner consistent with research-aligned literacy strategies.
The Community Early Literacy Framework (CELF) and the accompanying Guidebook are resources to support implementation of community-based early literacy programs throughout the state of Oregon. All information for this RFA can be found on OregonBuys.

The Early Literacy Success Community Grants 2024-2027 RFA is open on OregonBuys. Applications are due October 31, 2024 by 5:00 PM PST. Please review all RFA materials prior to applying, including the Community Early Literacy Framework (CELF). All materials can be found on the relevant OregonBuys website, under “File Attachments.”

A informational webinar for this RFA will be held on Friday, September 20, 2024, 9:00 AM PST. Any questions or requests for clarification can be sent to Sarah Ortiz. Questions that are received by October 11, 2024, will be included in a Frequently Asked Questions (FAQ) document and posted on OregonBuys.

4. OSSB/M September Scheduled Release Underway
Processing has begun for Oregon State Seal of Biliteracy and Multiliteracy (OSSB/M) requests submitted on or before September 15, 2024. Most districts can expect their materials to arrive within one week. For any questions or concerns regarding OSSB/M materials, please consult the OSSB/M Manual for contact information. The next scheduled release is set for October 1, 2024.

1. Spotlight on Hispanic and Latino Educators’ Contributions
As we celebrate Hispanic and Latino communities beyond this month (September 15 to October 15), our multilingual and migrant team recognizes the importance of making space in this newsletter to celebrate heritage and contributions that have shaped the history and culture of the United States.
In line with our commitment to asset-based practices, we want to highlight two key sociolinguistic practices relevant to multilingual Latino communities: Metalinguistic Awareness and Translanguaging. Dr. Medina, a self-identified Latino and Chicano scholar, has made significant contributions to the field of education, providing resources on these asset-based practices. If you haven't already, we encourage you to explore his advocacy and applied work and watch Dr. Jose Medina’s YouTube channel.

2. New Integrated ELD Guide for District Leaders
The Oregon Collaboration and Integration Collaborative developed An Integrated ELD Guide for District Leaders, a phenomenal resource to support districts with the implementation and development of integrated English language development program models. The guide provides research-informed practical guidance with example models for elementary, middle, and high school settings. Each chapter is framed by relevant federal and state policy before exploring considerations for the development or refinement of programs. Packed with valuable resources and actionable insights, this guide is a one-stop resource for shaping impactful ELD programs.

The Identification and Recruitment Consortium (IDRC) is partnering with Level All to offer a free, bilingual (English/Spanish) tool for all MEP high school students. On September 24, 2024, at 11:00 AM, attend this webinar where IDRC will showcase Level All, a platform designed to help students excel in high school, postsecondary education, and into their professional careers. Through short, engaging resources like articles, videos, and slideshows, it covers topics like high school success, college planning, career exploration, apprenticeships, financial literacy, life skills, and more. 2. Webinar: Developing and Improving Integrated ELD Programs: Guidance for Leaders
WestEd’s National Research and Development Center to Improve Education for Secondary English Learners will be hosting a webinar on Wednesday, September 25, 2024 (9:00-10:00 AM PST), on the development and implementation of Integrated English Language Development (ELD) programs. In this session, you will learn from the expertise of district and other regional leaders across the state of Oregon who developed a freely available guide for implementing integrated ELD programs across grade levels. Join WestEd’s National R&D Center to Improve Education for Secondary English Learners on Wednesday, September 25, 2024, for the fourth session of their web series, Where the Evidence Leads: Preliminary Findings from IES-Funded English Learner Research. Learn from Oregon district and regional leaders as they share a free guide for implementing ELD programs across grade levels, covering topics like program structures, curriculum, instruction, and assessment. 4.Opportunity: Free Citizenship Classes and N-400 Services, Fall 2024 Enrollment Open
Lutheran Community Services Northwest Citizenship Program is offering free Citizenship classes and N-400 application services with immigration specialists starting Saturday, October 5, 2024. The 11-week program features both remote and in-person options, with remote sessions, meeting in person for the first and last classes. The in-person class will be held at the Canby Public Library. New students can enroll during the first three weeks of the term. To register, please complete the New Student Form and feel free to share this opportunity with others.
Eligibility: Permanent residents (Green Card holders) are eligible to apply for citizenship 90 days before their 5-year anniversary or 3 years if they are married to a U.S. citizen.
