Informational Update: Aligning for Student Success - September Message

As you welcome students and families to the 2024-25 school year, we want to share our appreciation to all the teachers, school staff, school and district leaders, school boards, community partners, and others who have worked tirelessly to be ready for the first days of school. Thank you!

In this month’s message, you’ll find information about:

September is Attendance Awareness Month!

Start the school year strong! The Starting Strong Attendance Practices resource offers districts some considerations for creating systems that support students all year long.

New for the 2024-2025 School Year! The Every Day Matters team will be hosting a virtual Attendance Community of Practice, aimed at providing support and resources to personnel working directly with students to address barriers to attendance and the root causes of chronic absenteeism. Join us monthly on the 4th Thursday at 3:30PM and share with your networks! Please register for this year-long collaboration. 


EIIS Community of Practice

The Early Indicator & Intervention Systems (EIIS) Community of Practice will support school and district teams in their continuous improvement cycle through planning and implementing action plans based on team and system needs. The Community of Practice includes once/month 90-minute virtual meetings over the course of a school year. Facilitators will coach teams through the planning and implementation of their action plans, while introducing key concepts, goals, outcomes, and tools and resources. This session will run from October 2024 to May 2025 with eight virtual collaborative learning sessions. Register you and your team now!

  • September 30, 2024: CSI/TSI School-level Plans due

Reminder: The Required Monthly Submission and Reporting Calendar lists all required school district submissions for the 2023-24 school year.


Program Specific Updates

Integrated Programs

Integrated Programs Annual Reporting is open! 

The reporting window for the Integrated Programs Quarter 4/Annual Report for the 2023-24 school year is now open and is due November 30, 2024. This report involves three links that are now updated on your RAD under the purple section “Integrated Program (SIA,HSS,EIIS,Perkins,CSI/TSI) Reporting” with the subsection of “2023-25 Reporting Links: Current Reporting Window”. You are required to report on:

  • Expenditures that occurred between:
    • April 1, 2024 - September 30, 2024 for SIA
    • April 1, 2024 - August 15, 2024 for HSS
    • April 1, 2024 - June 30, 2024 for EIIS
  • Update your Progress Marker status
  • Respond to Narrative Questions
    • Your Narrative Question responses need to be posted online and presented to your Board if you are receiving SIA funds. Draft Board Minutes need to be submitted to ODE before your Annual Report can be marked complete if you are receiving SIA funds. 

Early Literacy Annual Report is open! 

The reporting window for the Early Literacy Q4/Annual Report for the 2023-24 school year is now open and is due November 30, 2024. You are required to report on:

  • Expenditures that occurred between October 1, 2023 - June 30, 2024; 
  • Update your Early Literacy Inventory and Fidelity of Implementation questions; 
  • Provide student outcomes for High Dosage Tutoring and Extended Learning; 
  • and Provide evidence that teachers are participating in Professional Development and Coaching. 

These links are now updated on your RAD under the purple section “Early Literacy Success School District Grant Reporting” with the subsection of “2023-25 ELSSDG Reporting Links”. There is not a Board Presentation requirement for the Early Literacy Q4/Annual Report for the 23-25 biennium.

September Reporting Office Hours 

Please join us for Office Hours in September if you have any questions about your upcoming annual report or any other grant requirements. This office hour will support all programs under the Integrated Guidance including the Early Literacy Success School District Grants, and will have a variety of experts for you to connect with!

SIA, HSS, and EIIS Grant Amendments Ready to Sign for Year 2 Funds 

Grant amendments are ready to be signed and returned for Year 2 funds! You should see your grant amendments in the orange Grant Agreements Section of your RAD. Please sign and upload back into the RAD and click save. This will notify ODE that you have returned your grant amendment. We will verify signatory authority and release funds in EGMS. You will receive a notification from Smartsheet letting you know when your Year 2 subgrant is ready for claims. We encourage you to share a copy with any charters that you sponsor within your district. Please note, you do NOT need to present SIA, HSS, and EIIS grant amendments to your Board. 

Early Lit Grant Amendments

The team is continuing to work on Year 2 Early Literacy Grant amendments and they should be released in the coming weeks. Please watch your email for notifications from Smartsheet asking you to sign your grant amendment! Please note, you do NOT need to present Early Lit grant amendments to your Board. 

Early Indicator and Intervention Systems

24-25 School Year Opportunities

The fall cohort of EIIS at Middle and High School will begin soon! Register you and your team for an interactive Learning Series that will support your team's implementation of a student-centered, strengths-based student success system! 

Three Learning Series will be offered throughout the school year: EIIS: Foundations for Student Success, EIIS at Middle and High School and the EIIS Community of Practice. Please view the Learning Series flyer for more information about the learning series, schedule and registration.

Every Day Matters

NEW Resource! Research indicates that one barrier to attendance can be issues related to mental health. Educators and family members can now access handouts on “Signs of Distress and Chronic Stress” in youth. These are offered at three developmental levels, and can be found on ODE’s Mental Health webpage.

Federal School Improvement (formerly ESSA Partnerships)

To better understand the ongoing improvement efforts at schools identified for Federal School Improvement, we have two important activities currently in progress for schools and districts:

  • School-Level Plan Submission: Guidance, templates, and submission details are available on the district RAD. The deadline for submission is September 30, 2024. Please be aware that districts receiving Federal School Improvement (FSI) funds will only gain access to these funds once all required School-Level Plan(s) have been approved by the ODE.
  • Annual Progress Update for CSI/TSI Schools: This update provides valuable insights into the improvement efforts undertaken during the 2023-24 school year for schools currently identified as CSI or TSI (identified or re-identified prior to October 2023). Schools first identified in fall 2023 are not required to complete this Progress Update. The submission window, originally set to close on August 15, 2024, has been extended to September 30, 2024.

High School Success Eligibility Rubric 2.0

This is a friendly reminder to review the High School Success Eligibility Rubric 2.0. Additionally, please share any HSS positive practices from your region or district with your EII regional point of contact so it can be added to the toolkit.

 

Reminder: The 24-25 ODE Professional Learning Opportunities website lists all professional development opportunities provided by ODE. Also the EII Technical Assistance, Professional Learning and Coaching calendar is now available to track EII specific TA, PL, and other coaching opportunities.

EII Intervention & Strengthening Program (ISP)

The EII Intervention & Strengthening Program (ISP)  offers a variety of supports, at no cost to districts or schools (other than time) are available and can be mobilized in as few as 6 weeks. 

Meet with Shawna Moran, ISP Coaching Program Lead, to discuss what onsite coaching could look like in your context in these areas: including:

  • Literacy
  • Fiscal Stewardship
  • Equitable Mindsets, Systems and Practices
  • Community Engagement Systems and Practices (District Systems Level)

Two New Data Briefs Released! 

Our team is pleased to announce the publication of two briefs of a three-part series that center Students Navigating Housing Instability.


NEW! Mental Health focused community of practice (CoP)

EII will be hosting a no cost Mental Health focused community of practice (CoP) in partnership with the Oregon Health Authority.  The eight month CoP will focus on the School Health Assessment & Performance Evaluation System, or SHAPE and the ways in which the system and its free assessments can help support schools, districts and ESD’s in organizing and strategizing services, systems and supports that address student mental health and well-being.  

In addition to advancing school based mental health systems, the purposeful process of gathering and analyzing what is working to support student mental health and identifying areas of growth can be used to provide support to districts as folks work through the Integrated Programs application process and identify the strategies they want to invest in using SIA funds. 2024-25 CTE Policy Guidebook

Reviewing the annual CTE Policy Guidebook is an important step to ensuring the development of and access to high quality CTE for Oregonians. It offers a one-stop shop for information about how to manage and implement CTE Programs of Study. Please contact Sandy Cassio for further information.


New Diploma Requirements and Personal Financial Education in Secondary CTE Guidance

On August 21, 2024, the Oregon Department of Education shared important information regarding Oregon’s newest diploma requirements. As a supplement to that email, we are providing additional guidance on Personal Financial Education (PFE) within Secondary CTE programs. This guidance outlines how the required PFE courses can be structured to fulfill both PFE and Career Technical Education program requirements.

This guidance and all other details of Senate Bill 3 can be found on the Higher Education and Career Path Skills & Personal Financial Education: Oregon’s Newest Diploma Requirements webpage.

NEW! The Engaging Equity Series

The Engaging Equity Series is now complete and all 4 Clusters are available. This professional learning series is open, universal, invitational and available at no cost. The series equips educators to create positive connections and strengthen community and learning conditions to improve student outcomes. This professional learning series is for adults, with the aim to improve educational conditions for each and every student given the changing demographics in Oregon. 

The Engaging Equity professional learning series is made up of 4 clusters with a total of 18 individual modules. For more details, view the full scope and sequence for the professional learning series. Each module should take 60–90 minutes for the learner to complete. All four clusters of modules are available at this time:

  •       Cluster 1 – Racial Equity Foundations
  •       Cluster 2 – Culturally Responsive and Sustaining Practice
  •       Cluster 3 – Applying Equity Skills to Educate Diverse Populations
  •       Cluster 4 – Building Equitable Education Systems
