ESSA Quick Reference Brief Spotlight: Title I-A Annual Meeting
Each year, Title I programs are required to host a meeting for families early in the school year to explain what the Title I program is and how they can be involved. Important Update: Change in Parent Notification Letters
As the school year gets underway, ODE wants to make you aware of a change in service for providing the federally mandated parental notification letters (i.e. parent and student rights to educational and linguistic services). ODE’s contract with TransAct, the vendor which has provided these parent notices, expired in July 2024.
Background
ODE spent the last year connecting with districts to best understand their parent notification needs as it relates to being in compliance with federal law. Then, in spring 2024,ODE released a Request for Information (RFI) to determine which vendors could potentially provide a service offering parental notices that could be integrated into district student information systems at a reasonable cost. After reviewing the submissions from the RFI, analyzing district usage data and considering cost and available funding, ODE made the decision not to pursue a contract with a vendor and to directly provide letters for the most frequently downloaded parental notifications.
What this Means for Districts
These letters will be posted and editable by districts to customize to meet their communication needs. ODE will develop and post letters to meet the parent notification requirements regarding the educator and paraprofessional qualifications as well as the parental notification requirements for identifying and serving our multilingual students. ODE is working to translate the letters into the following language as soon as possible:

Final allocations are available!
Final allocations are available now on the ESEA Allocations web page for:
- Title I-A
- Title I-C Regular School Year
- Title I-C Preschool
- Title I-D
- Title II-A
- Title III-A Regular School Year
- Title IV-A
- Title V-B RLIS
The following ESEA allocations will be posted at a later date. An additional communication will be sent out will be sent out when these final allocations are posted:
- Title III-A Immigrant Grant (expected January 2025)
- Title I-C Summer (expected March 2025)
Final allocations reflect slight changes to census poverty data on a national level and incorporates data gathered from the consolidated district performance report. These allocations are considered final, though minimal revisions may be issued in the fall. Title I-C allocations will be posted when they become available.

Title I-A Waiver Approved
The Federal Systems Team is excited to share that the U.S. Department of Education approved Oregon’s waiver request! This will allow ODE to waive the 15% spending cap on carryover of 2023-2024 Title I-A funds more often than once every 3 years.
Please note that if a district takes advantage of the waiver to carryover more than 15% of its 2023-2024 Title I-A funds, the next time ODE will be able to allow carryover of more than 15% will be for 2026-27 Title I-A funds.

CIP Budget Narrative Key Dates and Resources
The CIP Budget Narrative is where districts describe how ESSA grant funds will be used in service of school and district plans for continuous improvement.

- Funds will be frozen for any district that has not submitted the CIP Budget Narrative by February 3rd, 2025.

Title II Tuesdays
Beginning in August, the Federal Systems Team will be offering “Title II Tuesdays” on the fourth Tuesday of the month from 10-11:00 am. Join us via this Zoom link! This is a monthly opportunity to dive deeper into topics specific to Title II-A and connect with others doing this work in Oregon.
The first session on August 27th entitled “Getting Grounded”, will highlight the basics of Title II-A, including eligibility, funding, fiscal requirements, allowable uses of funds and a brief tour of the Title II-A website including resources and supports, as well as an opportunity to learn how other districts are using Title II-A funds and what topics you would like addressed at future sessions.

2024-25 Division 22 Standards Professional Learning Series
With the goal of supporting district leaders in implementing specific standards and new requirements within Division 22, ODE’s Division 22 Standards professional learning series takes place virtually, four times throughout the year. The goals of the series include:
- Providing support for implementing new rules and requirements
- Featuring speakers/panels from districts that are innovating and implementing best practices
- Sharing practical tools and exemplars
- Collaborating on problems of practice

Welcome New Federal Systems Team Staff
Meet John Bissey
John Bissey, as Education Specialist, Summer Learning in support of HB4082.
John’s commitment to public education began over a decade ago as a high school teacher, often interweaving public service and stewardship opportunities in the science curriculum. He advanced into the role of school administrator, leading a KG-8th public school in Southern Oregon. He is passionate about inspiring the next generation while increasing accessibility and equity in underserved communities.
John studied Biology and Anthropology at Clemson University, obtained his Master's degree in teaching from Western Oregon University, and earned his principal license from Southern Oregon University. He currently resides in Jacksonville, Oregon with his wife and their young son, where they spend their free time working in the yard, wandering around the forest, riding bikes, and going to the splash pad.

Meet Kat Torres
Kathryn Torres will join the Federal Systems Team as the new Summer Learning Program Analyst on October 1st. She joins the Federal Systems Team from her previous role as the ESSER III Key Investment 1 Program Coordinator in the Office of Research, Assessment, Data, Account & Reporting. She has over a decade of experience conducting both qualitative and quantitative research with a focus on P-20 equity issues for students in the Pacific Northwest. Her areas of expertise include professional learning communities, instructional leadership, organizational and systems change for school improvement, equitable parent-school-community engagement, data and evidence used in decision making and assessment, and Latina/o and emergent bilingual students. Kathryn earned her PhD in Educational Leadership, Policy, & Organizations at the University of Washington, Seattle. Kathryn lives with her two young daughters and partner in Portland and can be found in her spare time exploring new parks and playgrounds and the vibrant Portland restaurant scene with her family, trying new recipes, and attempting to finish her numerous unfinished sewing projects.
