Dear Education Leaders and Literacy Partners,
ODE is announcing the release of the Request for Information (RFI) for providers of Professional Development, Coaching and High-Dosage Tutoring for the Early Literacy Success School District Grants. ODE is required by administrative rule (OAR 581-017-0811) to develop and publish a list of qualified providers to support districts in implementing these grant activities, should they choose to contract externally with providers to do so. These provider lists aim to make it easier for districts to secure Professional Development, Coaching and High-Dosage Tutoring that is research-aligned and culturally responsive. In order for providers to be added to the ODE-approved list, they must complete and submit a Request for Information (RFI). The RFI will remain open until October 1st, 2024, and the final list will be published by January 15, 2025.
Ask of Education Leaders and Literacy Partners
Please forward this email to any provider who may need information on how to complete the RFI in order to be on the approved list. Providers can find information about the RFI on the OregonBuys website and on the ODE Early Literacy Success School District webpage.
Examples of entities who are required to be approved through the RFI process include:
- Universities and Institutions of Higher Education
- Non-profit and Professional Organizations
- Educational Consultants
- Private companies
Note: Education Service Districts (ESDs) or any State Board approved publisher of district-adopted core ELA curriculum who is providing Professional Development and/or Coaching directly aligned to the curriculum do not need to apply or go through the pre-approval process.
RFI Steps for Providers of Early Literacy PD, Coaching, and High-Dosage Tutoring
- Providers must first be registered at OregonBuys webpage (Website link: https://oregonbuys.gov/bso)
- Providers then complete the RFI Smartsheet form with required information.
- Provider completes associated RFI attachments and links within Smartsheet form.
Implications for Districts
Starting in the 2025-2027 biennium, if school districts or charter schools plan to use Early Literacy Success School District Grant funds to provide Professional Development, Coaching and/or High-Dosage Tutoring through external providers, districts and charter schools must select providers that are on the ODE approved list.
