This newsletter will be highlighting Indigenous Peoples Day on October 14th, while we love seeing this day highlighted we would like to celebrate everyday as indigenous peoples day!

Farewell to Jennifer Belle
Our office was fortunate to receive a grant through ESSER III funding that went through September 30th 2024, which allowed for three positions to open during the pandemic. Jennifer Belle was selected as our Office Support Specialist for the past two years. It has been an absolute pleasure working with Jennifer! Jennifer’s background in Library Science brought a wonderful addition to our team. Jennifer has contributed a great deal of work on OIE’s website (check it out!), TAPP dashboard, literacy resource pages, numerous research projects, and precious relations that will continue to support OIE, students, and partners. Some of our team members were able to meet up at a local coffee shop and to give our gratitude and best wishes! Thank you to Jennifer for a wonderful two years, we wish you the absolute best!

Welcome Nicole Barney!
My name is Nicole Barney, and I am honored to join the OIE team! I am a proud Klamath Tribal member and live in Chiloquin with my husband, Bull. Together, we have four children, ages 6 to 18. My favorite fall activities include crock pots, reading, cruising in the woods, cold plunges in Spring Creek, and exercising our treaty rights. I began my career as a paraprofessional in Chiloquin schools in 2007. After earning a bachelor's degree, I became a substitute teacher in Chiloquin, where I noticed the overrepresentation of Native youth in special education. This inspired me to become a teacher, and I went on to earn a Master’s in Special Education from the University of Oregon as part of the largest graduating Sapsik’ʷałá cohort. I later earned a Ph.D. in Special Education from the University of Oregon. Throughout my career, I’ve been fortunate to teach students from preschool through graduate levels. Before joining OIE, I worked as a research associate at the University of Oregon in the Center for Human Development.
I’m honored to serve our youth, families, tribes, and communities as the Education Specialist for the Tribal Early Literacy Grants.

Congratulations Brandon Culbertson!
During the past 2 years, Brandon worked to build relationships with Tribal partners providing resources through Tribal Revitalization grants. As many Tribes and tribal communities were disproportionally impacted by the pandemic, some Tribes during this time were additionally impacted by fires and water shortages. These funds were a welcomed resource for Tribes and tribal communities across Oregon. Tribes were able to utilize the resources to support unfinished learning, language revitalization, culture, and heritage. In addition to these resources, ESSER funds were used to supplement Title VI Indian Education programs and CTE efforts. Brandon managed over 65 grants, contracts, and amendments as we worked to get these funds out to Tribes, ESDs, and communities. Brandon was instrumental in executing ESSER efforts! As ESSER funding has come to a close Brandon has recently applied and accepted the new position as the Early Literacy Senior Tribal Policy and Education Advisor for the Office of Indian Education!

Tualatin, OR: October 19th & 20th - Nothing says Portland quite like watching costumed characters paddling inside giant hollowed-out gourds in a series of races. This long-standing local tradition is just a part of a fun-filled weekend that starts on Saturday with a giant vegetable weigh-off and festive brews at Stickmen Brewing Company. Sunday morning kicks off with a 5K Regatta run and walk, followed by the pumpkin races at noon and 2 pm. Other Sunday activities include pumpkin bowling, pumpkin golf, pumpkin tic-tac-toe (are you sensing a theme), a kids' costume contest, and a "zombie shootout" game. Gov. Tina Kotek reaffirms her commitments to Native nations in Oregon, including the crisis in missing and murdered people, improving nation-to-nation consultation and the potential for land action
This spring, Oregon Gov. Tina Kotek promised to visit all nine federally recognized Native nations across the state. So far, she has visited eight and attended the annual Tribal-State Government-to-Government Summit in July. That time marked a span of months when Kotek heard from Native leadership across the state.
In an interview on Aug. 14, Underscore Native News + ICT followed up on those conversations, asking Kotek to clarify her commitments to Native nations and Indigenous community members in Oregon.
She expressed a commitment to strengthening sovereign-to-sovereign consultation, pointing to the new state task force on tribal consultation and acknowledged that the structure of the legislative session makes proper consultation difficult. Consultation is better when it happens before potential policies are even introduced in the legislature, she said.
Kotek also talked about her trip to the Klamath Tribes, where the community is reeling from the recent murder of two teenage sisters. The tragedy comes as Indigenous community members across the state continue decades of advocacy, and continue to call on Oregon to address the crisis of Missing and Murdered Indigenous People (MMIP).
