The Oregon Department of Education’s (ODE) Office of Equity, Diversity, and Inclusion (OEDI) is pleased to announce the release of the 2024-28 African American/Black Student Success Program Request for Applications (RFA). Background
The African American/Black Student Success Plan was written to address barriers to educational success for Oregon students who identify as African, African American, and/or Black. The goal of these grants is to support efforts utilizing the strategies outlined in the Plan to address issues such as attendance; chronic absenteeism; early childhood to elementary, middle to high school, and high school to post-secondary transitions; and will include a variety of supports including the involvement of parents and communities across the state in order to assist Plan students to develop a range of knowledge, skills, abilities, and dispositions that will lead to successful student outcomes in educational achievement. Additional details are included in the Scope of Grant Activities (Section 2.4) of the RFA.
Who is eligible to apply for the Grant Program?
To be eligible to receive an African American/Black Student Success Grant under this RFA, an applicant must:
- be an Oregon early learning hub, a provider of early learning services, a public school district, a public charter school, an education service district, a post-secondary institution of education, or a Community-Based Organization; and
- be actively engaged in or prepared to enter into an inclusive partnership with other entities invested in the success of African/African American/Black/African Diaspora students through the implementation of Culturally Responsive programming or services. The Partnership must meet the following criteria:
- Partnerships must include a Culturally Specific Organization that works with African/African American/Black/African Diaspora students.
- If the Applicant is a Culturally Specific Community-Based Organization, it must have at least one school district or post-secondary institution as a partner.
- If the Applicant is an early learning hub or provider of early learning services, it must have at least one school district or post-secondary institution as a partner.
Funding Amount
The maximum grant amount for year one (October 1, 2024, to June 30, 2025) will be $750,000, with the possibility of renewal for up to three years at $750,000 per year. Initial funding for each Grant will cover the 2024-2025 fiscal year and must be utilized by June 30, 2025. However, funding for the subsequent fiscal years, spanning from 2025 to 2028, may differ from the initial award amount and is contingent upon legislative appropriation and an evaluation of the prior year's Grant project implementation.

- Wednesday, August 14, 2024 - Question deadline for FAQ document
- Thursday, August 29, 2024 - Applications Due by 5 p.m. PST
- September 18, 2024 - Notice of Award (approximate)
