Re: Announcing the Transformative Social Emotional Learning Implementation Guidance
Thank you for your commitment to fostering academic excellence, belonging, and well-being in our schools. The Oregon Department of Education is excited to share the Transformative Social Emotional Learning Framework and Standards Implementation Guidance. This resource is designed to support districts as they reflect on the previous school year and determine next steps, and/or begin to plan for the implementation of Oregon’s Transformative SEL standards and framework for the 2024-2025 school year.
The intention of the guidance is to provide resources and recommendations to implement the new standards and framework, with an understanding that every district, school, and community across Oregon is unique, and there is no one-size-fits-all approach to implementing schoolwide and community-wide Transformative SEL.
To further support district implementation, the Oregon legislature approved funding (Senate Bill 5701) to provide additional resources and professional learning to support implementation of Transformative SEL and will be made available during the 2024-25 school year. The Transformative Social Emotional Learning Framework and Standards Implementation Guidance as well as additional resources can be found on the ODE SEL Website.

Key Dates & Action Needed
- Schools are required to implement Oregon’s Transformative SEL Standards and Framework no later than July 1, 2024 (ORS 329.045, Section 4).
- In order to meet implementation requirements, districts will be required to teach K-12 students the Transformative SEL standards throughout the school day. To fulfill the vision of Transformative SEL being integrated into every aspect of a district’s work and students’ educational experiences, districts will need to apply guidance from Oregon’s Transformative SEL Framework and assure implementation on Division 22 standards in November 2025 for the 2024-2025 school year.
Background
- In June 2023, the State Board of Education adopted the first Oregon Transformative Social and Emotional Learning Framework and Standards that represent K-12 social and emotional learning (SEL) expectations for students. Oregon’s Transformative SEL Framework is intended to enact ORS 329.045 and strengthen equity-focused school cultures that support student and adult wellbeing.
