Dear Superintendents of Affected LEAs and LEA-Cs,
First, thank you for your commitment to the success of your American Indian and Alaska Native students as a current awardee of a Title VI Indian Education formula grant. Furthermore, as an affected LEA or LEA-C – a recipient of $40K or more in Title VI funds or an LEA who is a member of a consortium that receives >$40K – your dedication to Native student success is further exemplified by your engagement in Tribal Consultation with local tribes.
In This Message
- ODE has updated the Tribal Consultation Toolkit Version 2.1. This version and all required documents included in it, replaces the previous toolkit.
- This updated version incorporates “LEA-C” (i.e. language about Title VI consortia) throughout, a new section dedicated to Tribal Consultation for Integrated Guidance, and an expanded FAQ section.
- The four phases of Tribal Consultation were retooled to increase usability based on feedback from school districts, ESDs, ODE offices, and tribal partners since its launch on November 1, 2023. This section now includes a new interview with the Lincoln County School District and the Confederated Tribes of Siletz Indians about Phase IV and the post consultation “monitor and review” process.
- The Affirmation for Tribal Consultation form now includes Integrated Guidance, as well as options for a tribe to opt-out of Tribal Consultation or to indicate it was inadequate.
Key Dates
- July 16, 2024, 11AM-12:30PM - ESD and School District leaders and their key staff are encouraged to join the upcoming training on how to approach planning for an initial Tribal Consultation meeting in the Fall for Integrated guidance, and how this same meeting can be utilized for consultation for Federal Title programs, which is due October 1, 2024.

- Review the updated Tribal Consultation Toolkit 2.1 with your team and school board, with a special focus on ensuring Tribal Consultation is an ongoing process with all local tribes and not a one time event.

Background
- On November 1, 2023, ODE launched the Tribal Consultation Toolkit version 2.0. In her memo sent state-wide, Dr. Williams requested all affected school districts and consortia evaluate their Tribal Consultation practices and recommit to implementing practices aligned to the heart and spirit of Tribal Consultation.
