ESSA Quick Reference Brief Spotlight: Community Eligibility Provision (CEP) and Title I-A

The Community Eligibility Provision (CEP) is a meal service option that allows schools and school districts to serve breakfast and lunch at no cost to all enrolled students without the burden of certifying students for meal benefits. Preliminary Allocations are Coming!

We are happy to report that ODE received preliminary allocations for the following Title Programs from the U.S. Department of Education (ED) on April 9th:

  • Title I, Part A 
  • Title I, Part B 
  • Title I, Part C
  • Title I, Part D 
  • Title II, Part A 
  • Title III
  • McKinney-Vento 

These allocations will cover the 2024-2025 school year. We expect to receive allocations from ED for the remainder of the Title Programs in the next few weeks. 

ODE staff are working to create preliminary allocation information for districts as quickly as possible. FST expects to post preliminary allocation information on the ESEA Allocations webpage within the next two weeks. Please reach out to the appropriate ODE program specialist with questions regarding budget planning.

Please note that these allocations are not final and should be used cautiously to guide planning for the upcoming school year. Preliminary allocations are based on ED’s budget and are allocated to states and districts based, in part, on census information and information submitted through the Consolidated District Performance Report (CDPR). As a result, small corrections to this nationwide data may result in changes to your district’s allocation for SY 2024-25. 


We Need Your Voice! Please complete the Title II-A Use of Funds Survey

Each year the U.S. Department of Education (ED) conducts its annual survey on district use of funds under Title II, Part A “Supporting Effective Instruction”. Many Oregon districts received an email at the end of March from Patrick Rooney at the U.S Department of Education with information on how to complete the survey.

While completion of the survey is not required to receive funds, district participation is crucial to helping ED tell the story of the impact Title II-A funds have in districts and to ensure Congress understands the need for continued funding under this program.

The survey will be open through April 30. If you have any questions about the survey please call the survey hotline at (888) 862-1694 or email AIR at titletwo@air.org. Thank you in advance for your willingness to participate in this important data collection opportunity for Title II-A!


2024-2025 Course to Endorsement Catalogue Posted

The Course to Endorsement Catalogue is a collaborative project between ODE and Oregon's Teacher Standards & Practices Commission (TSPC).  The Catalogue includes descriptions of each course as defined by the National Center for Educational Statistics (NCES) and identifies, by endorsement, the courses that teachers are authorized to teach.

Districts are encouraged to read the descriptions for the course codes to select the course code that best fits the content being taught. The Catalogue is updated each year with any changes to ensure consistency with NCES course codes. Please refer to the 2024-25 Course Code Changes document for further information. 

As districts plan for next year, the 2024-25 versions of the Course to Endorsement Catalogue and the Course to Endorsement Look-Up Tool are now available on ODE's Teacher Licensure webpage. If you have questions about the catalogue, please email Sarah Martin at sarah.martin@ode.oregon.gov


Register for Kindergarten Today!

Registering for kindergarten in the spring is a great way for families to access important resources, meet students and staff at their new school community, and learn about summer programs.  

The Oregon Department of Education (ODE), the Department of Early Learning and Care (DELC), Oregon Department of Human Services (ODHS) are collaborating with schools, districts, early learning providers, and community partners across the state to share the value of early registration to families.  

You can support this effort by posting, printing, and distributing flyers, yard signs, and other helpful materials found on ODE's Register for Kindergarten Today! webpage. These materials are translated into multiple languages and supplement conversations with families about early registration and the transition into kindergarten.

Monday, April 22, 2024, marks the 53rd anniversary of Earth Day!

This year's theme is Planet vs Plastics. The first observation of Earth Day was held on April 22,1970. Organized by U.S. Senator Gaylord Nelson of Wisconsin. This inaugural event sparked a movement to raise environmental awareness in the United States.

Meet Cat McDonald

Cat McDonald

Cat is joining the FST in a temporary role supporting the State Summer Learning Grants. She will be supporting the Expanding Learning Team as an Administrative Specialist.

For the past decade, Catherine (Cat) has worked with children and their families in museums, community centers, and classrooms. Most recently, she worked as a Resource and Inclusion Teacher in Austin, Texas, where she provided dyslexia intervention and developed Individual Education Plans for elementary students in grades 1st through 5th. 

Outside of work, Cat is a big reader, hiker, and swimmer. She would love to dive into some Oregonian open water this summer! She recently moved to Portland with her husband, Adam, and her two cats, Franny and Poe. She loves it so far and is excited to experience more of Oregon in the years to come.

Meet Lorenda Bayley

Lorenda Bayley has joined the Federal Systems Team as the new Office Specialist supporting Expanded Learning. She has held a variety of support roles in multiple offices within ODE including Child Nutrition and the Office of Enhancing Student Opportunities.

Lorenda was born and raised in Chittagong Bangladesh, has three children and four grandchildren. She enjoys gardening, cooking, and traveling.

Meet Amelia Padgett

Amelia Padgett

Amelia has joined Federal Systems in a temporary Office Specialist role supporting Formula Grants and Equitable Services while Laura Remondino is on leave.

She’s been with ODE for one year and brings nearly a decade of administrative experience in addition to five years’ experience as a Direct Support Specialist helping others with various levels of required assistance or care. 

Amelia has called Oregon home for the past 5 years and feels like it’s a wonderful place to thrive! She enjoys restoring old furniture, her historic 1915 home, and considers herself a big movie buff. She's passionate about helping others and is excited to exercise this passion with our team!
