1. Survey to Inform the Oregon Multilingual Learner State Strategic Plan
This is an exciting year as ODE develops the new Multilingual Learner State Strategic Plan! The development of the plan includes input from a variety of constituents through workgroup sessions, community focus groups, conference sessions and surveys.
The Oregon Department of Education invites school, district, and Education Service District educators, administrators, and staff to participate in a 15-20-minute survey to share feedback on the draft plan and to share about the services provided to multilingual students. Your participation is voluntary, confidential, and will contribute to improving services and experiences for multilingual children.
Join us in shaping a statewide plan for improving education for multilingual students in Oregon!
2. Survey on Districts’ Use of TransACT ParentNotices
Oregon Department of Education (ODE) has developed a SURVEY to learn more from Oregon educators on the use of the forms/templates available on TransACT ParentNotices. ODE has partnered with TransACT since 2011 to assist districts with the ESSA parent/guardian communication requirements and seeks to use the feedback from the field to evaluate the ways to improve this service.
Please note that the deadline to participate in the survey is 2/15/2024. Also, all responses are treated confidentially and participation in the survey is voluntary.

The 2023-24 Alternate English Language Proficiency Assessment (Alt ELPA) test window runs from 1/30/24 to 4/12/24.
The following elements must be in place to administer the Alt ELPA:
• District IEP teams have identified eligible students and recorded eligibility in the student’s IEP (see Alt ELPA Decision Making Resource).
• Test Administrator (TA) has access to the Alt ELPA User Guide and the Alt ELPA TA Directions and Scoring Rubrics Booklets, which are found under the General Resources pulldown in the Test Information Distribution Engine (TIDE).
• TA has the "ELPA Summative" Test Group permission in TIDE.
• Each testing student's English Learner Flag and Alt ELPA Tester Flag are set to Yes in TIDE.

The Metropolitan Group for the Oregon Health Authority's Keep Covered campaign aims to engage Oregonians about protecting their Oregon Health Plan benefits during the public health emergency unwinding underway until February 2024.
The campaign focuses on reaching priority populations across the state impacted by this process, which includes migrant families and students. Can you help us spread the word about this campaign by using your distribution channels (could include newsletter, social media, and printed materials) so participants of the Migrant Education Program and their families know what steps they need to take to maintain health benefits for themselves and their children?

ELPA21 is offering Professional Learning Workshops to educators in Oregon. As a member of ELPA21, Oregon has been provided a limited number of seats per workshop. Topics include: differentiating instruction of English Learner students, Formative Assessment for English Learners (Level 1 and Level 2). Workshops will be held in the month of April and June. This two-part podcast hosted by the ED’s OELA features Montserrat Garibay, Assistant Deputy Secretary and Director at OELA, and Melissa Castillo, Senior Advisor at OELA. In Part 1 of the podcast, the panelists discuss the importance of early language development and research findings on the benefits of multilingualism. In Part II, the panel focuses on practices and policies for identifying and supporting young English Learners.

The Center for Applied Linguistics (CAL) is offering a 3-day, hybrid Direct Strategies Institute based on CAL’s widely-used “What’s Different About Teaching Reading to Students Learning English?” professional development program. The engaging 3-day synchronous and asynchronous institute on February 14, 21, and 28, 2024, is designed for school administrators and classroom, ESL, and literacy teachers who want to ensure reading progress for English Learners.

The Migrant Student Information Exchange (MSIX) Team is welcoming all MSIX users to join the annual Cybersecurity and Account Management Webinar on Tuesday, February 20, 2024, from 1:00 – 2:00 p.m. ET. In this webinar, the MSIX Team will highlight cybersecurity and privacy awareness topics in addition to reviewing MSIX account management. ALL MSIX users are highly encouraged to attend this Webinar.

Explore OSU’s online scholarship program designed for licensed teachers seeking an ESOL endorsement and/or Dual Language Specialization. Running June 2024 – December 2026, this opportunity will empower educators to lead and make a positive difference in the lives of emergent bilingual students. All courses will be fully virtual and focus on the professional development needs of licensed educators who are teaching English Learners and bilingual students.

Current in-service and pre-service teachers are eligible to earn their ESOL endorsement and/or Dual Language Specialization.

Bilingual educators must meet the following requirements:

Be bilingual in Spanish and English. Advanced proficiency in Spanish is required. Some of the courses will be conducted bilingually.

Receive a passing score on the Official ACTFL Oral Proficiency Assessment for Dual Language Specialization. TSPC has set the passing score at Advanced-Mid or higher in the language the applicant is seeking to add to the license.

Teach in a Dual Language classroom.

Possess a valid, current Oregon teaching license.

Participants will learn together in a group called a TEAMS Cohort, where TEAMS stands for "Teachers Educating All Multilingual Students."
