School health services foster academic excellence, belonging and wellness, enabling each student to participate fully in their education. School nurses and other school staff address immediate health concerns, provide care for chronic conditions, support disease prevention and health promotion, and reduce individual student health barriers to education.
The Oregon Department of Education has created a new tool to assist districts with implementing requirements found in the recently updated OAR 581-022-2220 (Health Services Rule). This tool is designed to support districts, public charter schools, and ESD programs in creating their prevention-oriented health services plan and ensuring that all other requirements are met.
The Health Services OAR requires school districts, education service districts, and public charter schools to develop, implement, and annually update a written prevention-oriented health services plan for all students. The plan must describe a health services program for all students at each facility that is owned or leased, where students are present for regular programming. The Health Services OAR also includes additional health services requirements not included in the prevention-oriented health services plan.
The Oregon Department of Education (ODE) developed this tool and these instructions as a guide to meeting the requirements detailed in the Health Services OAR. Both may be found on ODE’s new OAR 581-022-2220 (Health Services) Resources webpage. Districts, schools, or programs may use any plan format that best supports local planning implementation while ensuring that the plan includes the content and components required in the OAR.
ODE will be holding office hours from 3:30-4:30 PM on Monday, December 11 and Monday, January 8 to review the OAR, provide an overview of the implementation tool, and answer any questions.
