Aligning for Student Success - December Message

To support continued alignment across programs and planning as you head into a busy season, we’re sharing some key updates and upcoming opportunities in this month’s message, including:

Integrated Programs Updates

As you may be tracking, the SIA, HSS, and EIIS grant agreements have been sent out! Please look for them on your RAD, sign and return as soon as possible. 

As a reminder, the SIA grant agreement, which includes LPGTs, must be presented and approved at an open board meeting, with opportunity for public comment (not a consent agenda item). We cannot release the hold on SIA funds in EGMS until we receive a copy of your board minutes along with a signed grant agreement.

Once fully executed, and funds are released, keep in mind that you can claim up to 50% of your total SIA allocation. HSS and EIIS subgrants are still reimbursement, which means claims can be submitted at any time once your funds are released. Please reach out to your assigned district grant manager in EII if you have any questions.


You’re Invited to Complete the Engaging Business Partners in Schools Survey

ODE wants to learn more about your district’s or school’s current approaches and next steps with respect to involving business partners in planning, implementing, monitoring, and evaluating activities aligned with the Six Integrated Programs (HSS, SIA, etc.), as well as early literacy. All of the input collected will help us identify the tools and resources needed for districts to grow and sustain engagement with business partners. 

Representatives who helped to complete the IG application will be receiving the Engaging Business in Schools survey via email. Please feel free to complete the survey or forward the survey link to others in your district who are knowledgeable about system level engagement with business partners across your elementary, middle, and high schools, as well as within your CTE programs. The survey should take no more than 10 minutes to complete and will close on January 19, 2024.

The responses will be anonymous unless the person opts to share any contact information for follow-up. Upcoming: Winter Early Indicator and Intervention Systems Professional Learning Opportunity

Winter Cohort Registration Closes December 4th! Early Indicator & Intervention Systems Professional Learning: A Lever for Student Success and School Improvement

Two different learning series will be offered during the 2023-24 school year - EIIS: Foundations for Student Success and EIIS at Middle and High School. Each of these learning series will be offered at no cost to Oregon public schools and districts. Designed and facilitated by Education NW and FHI360, these learning series will provide participants with resources and skills to expand and deepen EIIS best practices. Both series include synchronous and asynchronous sessions, as well as optional consultation with Facilitators. All sessions are virtual and districts and schools are encouraged to have four to six person teams of educators and leaders participate. Both learning series will be repeated several times during the 2023-24 school year and there may be more than one learning series group per session depending on the number of participants who register.

Upcoming: Centering Health and Wellbeing in Education Learning Series

We’re pleased to share that our team in collaboration with the Oregon Health Authority will be offering a virtual webinar series that complements the Centering Health and Wellbeing in Education resource. The weekly webinar series launches January 10, 2024 and ends March 6. The virtual series will showcase nine amazing partnerships that demonstrate various collaborations, blended funding models and partnerships that districts, ESDs, and CBOs have developed in support of student health and wellbeing. Please share far and wide with your networks. The intended audience is school districts, ESDs, CBOs, Public Health and Behavioral health agencies. January 1-31, 2024: 2023-24 Quarter 2 Report Window - Please keep in mind that your 2022-23 Financial Audit and Board Minutes are due with this report! Remember the Financial Audit must be presented to the board at an open meeting with the opportunity for public comment; however, the board is not required to approve the audit.

Career and Technical Education - Perkins V

December 1, 2023: Yearly Updates to CTE Regional Coordinators

December 1, 2023: 2023-24 Inventory Delivered

December 7, 2023: CTE Coordinator Meeting (virtual)

December 8, 2023: CTE Regional Coordinators to submit program updates to ODE

Career Connected Learning

Career Connected Learning is a critical component in learners’ lives, as they have the opportunity to envision their future directions while discovering and leveraging the links between their academic learning and the career, professional, and technical options available to them as they progress on their journeys. An important support to this process – the Career Connected Learning Hub – is live and ready to access. 

Upcoming Learning Opportunities

March 17-20, 2024 - ACTE (Association for Career and Technical Education) National Policy Seminar, 2024 (Arlington, VA)

Federal School Improvement (formerly ESSA Partnerships)

In October, ODE shared information pertaining to the identification of CSI and TSI schools in a Federal School Improvement update. A major update shared in this memo pertains to new requirements for school-level improvement plans. Before September 30, 2024, all schools designated for CSI or TSI support must develop and submit a school level improvement plan to ODE in alignment with processes and structures in place for the Integrated Guidance and Plans. Please begin coordination and planning efforts with building principals or administrators now. Building principals and administrators will be included on follow up communication with additional information before December 15, 2023.
Additional information pertaining to these new requirements will be shared in the coming weeks.

Every Day Matters

Thank you for sharing the Integrated Community Partnership Grant with your community partners! We received over 50 applications for the Integrated Community Partnerships RFA. Applications are currently being reviewed and it is anticipated that selected recipients will be notified by the end of December.


Highlighted Resources for the Month

Tribal Consultation Toolkit

ODE’s Office of Indian Education, in partnership with the TIDES Education Associates, the Region 16 Comprehensive Center, and other esteemed contributors, is excited to share an updated version of Oregon’s Tribal Consultation Toolkit. This work represents deep partnership with the nine federally recognized tribes in Oregon and includes:

  • An Overview of Tribal Consultation and History;
  • Federal and State Laws, including Sovereignty and Federal Title Programs;
  • Responsibilities of affected Local Education Agencies (LEAs) and Local Education Agencies who are members of a consortium (LEA-Cs); and
  • Documents and Resources for LEAs and Tribes to prepare for Tribal Consultation.

This toolkit is rooted in the belief that the voices of the nine federally recognized Tribes in Oregon in district school improvement planning are critical to improving outcomes and creating safe and welcoming learning environments where all students can thrive. Serving as an equity lever, consultation offers an opportunity to co-create school and district plans and establish and strengthen partnerships with Tribes throughout Oregon communities.

ODE’s 2023-2024 CTE Policy Guidebook provides answers, critical references, and supports concerning all aspects of Career and Technical Education in Oregon. The Guidebook can be linked from ODE’s CTE Educator Resources page.


Allocating Resources to Improve Student Outcomes Webinar

Join the Allocating Resources to Improve Student Outcomes Webinar through the Western Educational Equity Assistance Center (WEEAC), housed at WestEd on December 12, 2023 10:00-11:30 a.m. PT. This is a good introduction for Oregon leaders and educators who want to learn about an equity-centered approach to resource allocation.
