The FAIN, or Federal Award Identification Number, and the Assistance Listing are now available.
The FAIN is defined as the unique identifier within the federal agency for each financial assistance award that is provided. CACFP reimbursements disbursed by ODE CNP are provided with a new FAIN each fiscal year.
For Fiscal Year 2024, the FAIN for CACFP is 247OROR3N1099. Sponsors who receive the Cash-In-Lieu (CIL) instead of USDA Commodities will use 247OROR3N2020 for CACFP CIL.
The FAIN for Family Day Care Home Sponsors is 247OROR4N1150.
Assistance Listings are detailed public descriptions of federal programs that provide funding of all types. Within each listing, there is an Assistance Listing (AL) number which is required for governmental reporting and auditing. The AL was previously known as the Catalog of Federal Domestic Assistance (CFDA).
CACFP's AL is 10.558.
School Food Authorities and non-profit organizations will need to use this number to report all CACFP reimbursements received from ODE CNP.
On November 29, 2023, USDA released a revised memo CACFP 02-2024 on Crediting Tofu and Soy Yogurt Products in the School Meal Programs, Child and Adult Care Food Program, and Summer Food Service Program. This memo supersedes CACFP 21-2016.
This memo has updated crediting to allow tofu and soy yogurt as creditable food items in the infant meal pattern. This is based on updated guidance from the American Academy of Pediatrics and the current Dietary Guidelines for Americans (DGA). Previously, both products were not allowed in the infant meal pattern although they were allowed in the child and adult meal patterns.
Crediting for both items remain the same, with tofu being creditable only if it meets protein requirements of 5 grams of protein for every 2.2 ounce in weight. If creditable, tofu credits for 1 ounce equivalent of Meat/Meat Alternate (M/MA) for every 2.2 ounce weight or 1/4 cup by volume. A minimum serving size for infants will be 0-4 Tablespoons (1/4 cup) or 2.2 ounces by weight for infants 6-11 months who are developmentally ready for solid foods.
Soy yogurt does not have a protein requirement, but all soy yogurt must meet sugar limit requirements of no more than 23 grams of sugar per 6 ounces of yogurt. 4 ounces of yogurt, or 1/2 cup by volume, of soy yogurt is creditable as 1 ounce equivalent of M/MA. The minimum serving size of yogurt is 0-4 ounces or 1/2 cup for infants 6-11 months who are developmentally ready for solid foods.
ODE CNP is currently working on updating meal pattern resources to match this guidance.

On November 16, 2023, ODE CNP released a memo titled "Administrative Review Procedure Updates." This memo lays out specific changes to ODE CNP Sponsor administrative review procedures that are effective for this fiscal year (2024).
The following categories have updates that apply to all CACFP Sponsors:
- Underclaims Found During a Review
- One Month Enrollment Roster Adjustments
- Verification of Previous Corrective Action Implementation
- Exit Conferences
- CACFP Appeal Procedure
The following categories have updates that only apply to School Food Authorities:
- Administrative Review Scheduling
- Verification of Financial Management Implementation

On October 31, 2023, ODE CNP sent out a memo on "Notifying the state agency when using flexibilities due to milk packaging supply disruption."
Sponsors who are experiencing milk supply shortages due to packaging challenges from the supplier must complete the Milk Supply Shortage Form and retain documentation that supports the specific challenges associated with the shortage in order to use this flexibility as part of the CACFP.

The Center for Disease Control and Prevention (CDC) released a food safety alert on November 30, 2023 regarding an outbreak of Salmonella infections linked to cantaloupes in long-term care facilities and child care centers. This outbreak has also affected people in Oregon.
The cantaloupes recalled are from Malichita and Ruby brand whole cantaloupes with stickers that say "Malichita", "Rudy", or the numbers "4050" or "Product of Mexico/produit due Mexique." These cantaloupes were distributed by Trufresh, Crown Jewels, and Pacific Trellis between October 10 through November 9, 2023.
It can also include cut cantaloupes from Kwik Trip, Freshness Guaranteed and Race Trac, Vinyard, Kroger, Sprouts Farmers Market, Trader Joes, ALDI, and Bix Produce.
At this time, it is recommended not to serve pre-cut cantaloupes if you do not know whether Malichita or Rudy brand cantaloupes were used. If you have any recalled whole or pre-cut cantaloupes, throw them away or return them to the store. Wash any items or surfaces that may have touched the cantaloupe using hot soapy water or a dishwasher.
Call your healthcare provider if you or anyone in your care have severe Salmonella symptoms, including:
- Diarrhea and a fever higher than 102 degrees F
- Diarrhea for more than 3 days that is not improving
- Bloody diarrhea
- So much vomiting that you cannot keep liquids down
- Signs of dehydration, such as
- Not peeing much
- Dry mouth and throat
- Feeling dizzy when standing up
 On November 2, 2023, the U.S. Food and Drug Administration issued a notice to advise parents and caregivers not to buy or feed certain WanaBana USA products to toddlers or young children, because the products may contain elevated levels of lead. WanaBana apple cinnamon fruit puree pouches, all lot codes and expiration dates, are affected. The company also initiated a voluntary recall of these products. These products are sold nationally and are available through multiple retailers, including Sam’s Club, Amazon, and Dollar Tree.
Consumers should stop using the product and return it to the place of purchase for a full refund. Consumers may email the company at support@wanabanafruits.com.
The Food and Drug Administration expanded the recall to Schnucks-brand cinnamon-flavored applesauce pouches and variety pack and Weis-brand cinnamon applesauce pouches as well. All brands have elevated lead levels. The FDA investigation is still ongoing and updated information can be found on this page: Investigation of Elevated Lead Levels: Cinnamon Applesauce Pouches.
Noncompetitive Reimbursement Grant award amounts were announced on July 18, 2023.
All NSLP, CACFP and SFSP CNP sponsors were automatically opted in to receive a Farm to CNP Noncompetitive Reimbursement Grant for the 2023-2025 biennium (July 1, 2023-June 30, 2025).
This Farm to CNP Noncompetitive Reimbursement Grant will require a grant agreement. The grant agreement will be sent from an ODE Procurement and Contract Specialist in the next month or so. Please prioritize signing and returning the Grant Agreement to avoid delays in the release of funds from the ODE’s Electronic Grants Management System (EGMS).
Although the funds will not be available in EGMS for several weeks, the Grant’s start date is retroactive and you will be able to submit claims for items purchased starting July 1, 2023 when your district or grant organization’s Grant Agreement has been signed and returned to ODE for Agency’s signature.

Updated Team Nutrition Resources for the Child Nutrition Programs
USDA's Team Nutrition has slightly revised two CACFP publications. They are:

Menu Planners for Breakfast and Snack in the Child and Adult Care Food Program
Team Nutrition announcing the release of these menu planners to help child care center and family day care home operators understand the Child and Adult Care Food Program (CACFP) meal pattern requirements and serve high-quality breakfast meals and snacks. They include sample menus, checklists, menu planning activities, and recipes. Recipes included in these menu planners are standardized to meet minimum serving amounts of at least one meal component for children 3 through 5 and 6 through 18 and are available in yields of 6, 25, and 50 servings. All recipes are taste-tested and kid-approved! Select recipes have cooking videos that show how to prepare the recipes.
- "It’s Breakfast Time! Child and Adult Care Food Program Breakfast Menu Planner for Children 3 Through 18 Years of Age" is now available in English and Spanish.
- The revised version of "Let’s Make a Snack! Child and Adult Care Food Program Snack Menu Planner for Children 3 Through 18 Years of Age" is now available in English and for the first time in Spanish.
