CIP Budget Narrative Reminders

The CIP Budget Narrative is where districts describe how they intend to use ESSA grant funds in service of school and district plans for continuous improvement. The 2023-24 CIP Budget Narratives for Titles I-A, I-D, II-A, IV-A and IV-B (REAP/RLIS) opened on August 9th and were due November 1st.

The Federal Systems Team recognizes the multiple demands districts are currently experiencing and is committed to working in partnership to ensure that they receive all funds for which they are eligible.

If your district has not yet submitted a particular narrative, please reach out to your regional specialist with questions or for support. Our team asks that any remaining Budget Narratives be submitted no later than December 19th to allow program specialists to review submissions in a timely manner prior to the holiday break.

Carrying Over Federal Funds

Federal formula funds are made available on July 1 of the fiscal year and remain available for obligation by districts for a period of 27 months. “Carryover” is the term often used to refer to those funds that have not been spent as originally obligated by the district. The National ESEA (NAESPA) Conference is coming to Oregon in February 2024

ESEA 2024 Conference

The NAESPA conference will be February 7-10th at the Oregon Convention Center in Portland, OR. The conference is for federal programs practitioners employed by both public and private schools who support federal educational funds including ESEA Title programs, IDEA and more. 

This year’s conference theme is “Create the Possibilities” and includes over 100 sessions and four keynote presentations covering topics such as current research and data to guide instruction for student success; professional learning to increase effectiveness; providing all children opportunities to receive fair, equitable and high quality education; and exemplars of how to close educational achievement gaps as defined in ESEA. This is the primary conference for school, district, and state leaders to hear directly from their federal program peers as well as U.S. Department of Education staff. It is a must attend event. 

Participation at the conference can be either in person or virtual. But either way, make sure to hear the welcome address by Dr. Charlene Williams, Director of ODE, and attend sessions presented by ODE staff including Mary Martinez-Wenzl, Director of the Migrant and Multilingual Team, Marlie Magill, Foster Care Liaison, Raquel Gwynn, 21st CCLC State Coordinator and Janette Newton, ESEA Private School Ombuds.


Principal and Teacher Evaluation Data Collection Due November 17th

The Principal and Teacher Data Collection for SY 2022-23 opened on September 21, 2023 and closes on November 17, 2023.

Through this collection districts provide information about the summative ratings of educators evaluated in the previous year. This information informs efforts to ensure that Oregon students experiencing poverty are not taught at disproportionate rates by inexperienced, out-of-field or ineffective teachers.

All districts are required to submit summative evaluation results for SY 2022-23. The user guide for this collection has been updated and is available on the ODE District website. A training slide deck has also been posted to assist data submitters in completing this collection. Any questions should be directed to Sarah Martin.

In October, the ODE and the Federal Education Group offered three free equitable service webinars. Recordings were made of the webinars and will be made available as soon as they are available. In the meantime, please enjoy pursuing the slide decks from each webinar.

Title I-A Comparability Report – Due December 1st

The ESEA Title I-A annual comparability calculations are due by December 1st. This requirement applies to all school districts that accept Title I-A funds with the exception of any district that has one building per grade span. In addition, if a district has a school with fewer than 100 students enrolled, the school does not need to be included in the comparability calculations.

Relevant documents can be found on the Title I-A District Resources webpage. Please submit your district’s evidence of comparability to Lisa Plumb by December 1, 2023.


New to Federal Programs? 

Please join us on the 4th Tuesday of every month at 10:00 am for the New Federal Program Coordinators meetings. These meetings are specifically designed for those who are new to Federal Programs and working with Titles I-A, II-A, IV-A, and V-B. It is an opportunity to learn about various requirements and collaborate with other coordinators navigating their first few years in Federal Programs. Topics covered this year may include:

  • Title IA, IIA, IVA, and VB Program Basics

    • Allowable Uses of Funds
  • School Level Planning
