ESSA Quick Reference Brief Spotlight: Determining Allowability

Each program within ESEA is authorized for a specific purpose, intended to support improved outcomes for identified groups of students. While “allowable activities” are often articulated in the authorizing statute, states and districts must also look to regulations from the U.S. Department of Education (ED) for direction on how to spend federal funds in allowable ways. In ESSA Quick Reference Brief: Determining Allowability, learn more about the Education Department General Administrative Regulations (EDGAR), the Uniform Grants Guidance (UGG) and key questions to ask when determining allowability.

Claim your FREE Title I-A Resource: Can Title I Pay for This?

LRP Title I book

ODE is offering every district in Oregon up to three free copies of the LRP publication “Can Title I Pay for This? A Guide to Determining Allowable Costs”.

Written by Tiffany Winters Kesslar, a partner at the BruMan Group, this publication provides guidance for district Title I grant managers that is easy to understand. It includes real examples from districts as well as appendices that contain direct citations from ESEA, EDGAR, UGG and communications from the U.S. Department of Education.

TransAct

TransACT ParentNotices provides Oregon K-12 educators with more than 230 letters, forms, and signs translated into 20+ languages to help meet ESSA compliance and Civil Rights requirements. The Oregon Department of Education purchases this resource, making it available at no cost to all K-12 educators in the state.

TransACT ParentNotices enable Oregon educators to send expertly written, federally required forms in the district's priority languages.

All notifications are: 

  • Written and reviewed by a team of former administrators and federal programs experts from both state and local education agencies. 
  • Written in plain language to increase comprehension and aid in understanding. 
  • Legally reviewed where applicable by a leading law firm with a background in federal education law and ESEA compliance.  
  • Securely translated by certified translators with a background in K-12 education. 
  • Enabled with interactive form fields, meaning that educators fill in blanks in the forms with the required information, such as the date, addressee; and the name, email, position title, and phone number of the person completing the form, etc. Once complete, all information filled in is migrated to the other language versions selected.

A Note from the Private School Ombudsman

Please follow the new process for submitting 2023-24 school year Consultation documentation:

  • Submit all consultation documents through the Evidence of Consultation form.
  • All districts that have a non-profit private school that enrolls students in any grade K-12 within their geographic boundaries, or consult with a private school outside their boundaries for Title I-A services, must submit a document for each private school – regardless of the private school’s response to the offer of consultation.
  • To assist districts in identifying private schools for consultation, please check the Private School District List. If this list is missing a private school in your district or includes a closed private school, please notify the Private School Ombuds.

The Evidence of Consultation Form FAQs document can answer most of questions about the form. 

It is essential that feedback is shared by all equitable service participants so that the ODE can continue to refine best practices for equitable service programs.

Project Cybersafe Schools

In August, the U.S. Department of Education (USDE) announced that Cloudflare was launching Project Cybersafe Schools which provides free Zero Trust email security and Gateway DNS filtering for small public school districts in the US.

Zero Trust email security provides cloud email security to protect against a broad spectrum of threats including malware-less Business Email Compromise, multichannel phishing, credential harvesting, and other targeted attacks. Gateway DNS filtering protect against Internet threats with DNS filtering by preventing users from reaching unwanted or harmful online content like ransomware or phishing sites and can be deployed to comply with the Children’s Internet Protection Act (CIPA).

These offerings to eligible school districts will be at no cost and with no time limit. Eligible districts must be K-12 public school districts located in the U.S. and enroll no more than 2,500 students.


Principal and Teacher Evaluation Data Collection

The Principal and Teacher Data Collection for SY 2022-23 opens on September 21, 2023 and will close on November 17, 2023.

Through this collection, districts provide information about the summative ratings of educators evaluated in the previous year. This information informs efforts to ensure that Oregon students experiencing poverty are not taught at disproportionate rates by inexperienced, out-of-field or ineffective teachers.

All districts are required to submit summative evaluation results for SY 2022-23. The user guide for this collection has been updated and is available on the ODE District website. A training slide deck has also been posted to assist data submitters in completing this collection. Any questions should be directed to Sarah Martin.


Archive of ODE Newsletters

ODE is excited to announce the launch of its new Key Messages webpage which will include nearly all ODE GovDelivery listserv messages beginning July 1, 2023. 

Newsletter messages on the webpage are organized chronologically and can be found via keyword with the search function. This webpage is the result of direct requests and feedback from superintendents and district leaders regarding the challenges of tracking information in the many email bulletins sent out by ODE. 

The new webpage will be updated between 4 and 5pm each day with the current day’s messages. We encourage you to bookmark and share the link to the page.
