Dear Superintendent,
My name is Susan Payne, and I facilitate the Division 22 Standards Assurances Process as part of my work as ODE’s Education Standards and Systems Specialist. The Division 22 Standards are the requirements set by the Oregon Legislature and the State Board of Education that school districts must meet in order to be a standard school district. This email is a follow-up communication to ODE Assistant Superintendent Jennifer Patterson’s memo regarding Division 22 Standards Assurances sent on August 3.
I know this email comes during a busy time, just as the new school year is getting underway. We want to ensure that you have the information and resources that you need to plan for completion of the 2023 Division 22 Standards Assurances process.
Deadlines
As a reminder, the Division 22 Standards Assurances process includes three steps:

By November 1, 2023: School district superintendents report to their local School Board the district’s compliance with all Division 22 Standards for the 2022-23 school year.

By November 1, 2023: School districts post the community report to their websites.

By November 15, 2023: School districts complete and submit to ODE the annual Division 22 Standards Assurances Form.
We are providing this information to you now with the recommendation that you plan to include the Division 22 Standards Report on your local School Board’s October agenda in order to meet the November 1 deadline.
Resources & Support
To support school districts in completing the Assurances process, ODE provides the following resources, which can be accessed from the Division 22 Standards webpage:

Community Report on Compliance with Public School Standards Template that meets WCAG 2.0 accessibility criteria. Districts are required to use the template provided by ODE.

File format: ODE recommends posting the report as a PDF (converted from the original Word file). This ensures both ease of access and accessibility for people with disabilities. Alternatively, districts may upload and post the report as a Word.docx file in Google Drive.

Translation: Schools must communicate information to limited English proficient parents in a language they can understand about any program, service, or activity that is called to the attention of parents who are proficient in English. ODE has provided translated versions of the template in six languages.

Online Submission Form that school districts must use to submit their assurances to ODE.

Report and Submission Form Instructions that explain how to complete the required Division 22 Standards Community Report Template and how to submit assurances to ODE through the online submission form.

School Board Presentation Template that can be customized in order to communicate changes to Division 22 and to share the district’s Division 22 Standards Report with the School Board (a fully accessible PowerPoint version of the template is also available for download.)

Recorded webinar (25 mins.) that walks you through the process for completing the Division 22 Standards assurances for the 2022-23 school year; the slide deck from the webinar is also posted.
