This memo applies to School Food Authorities (SFA’s) operating the National School Lunch Program (Public School Districts and Education Service Districts).
Federal programs often have a requirement of a state revenue matching in order to receive federal funds. The National School Lunch Program (NSLP) is the only Child Nutrition Program with a state revenue matching requirement. The United States Department of Agriculture (USDA), calculates the total match amount, which is 30% of the base reimbursement (section 4 funds) received by the state on all lunch meals beginning with the July 1, 1980, school year. If the per capita income of any state is less than the per capita income of the United States, the matching requirement shall be decreased by the percentage by which the state per capita income is below the per capita income of the United States.
The Oregon Department of Education Child Nutrition Programs (ODE CNP) prorates the total state revenue matching requirement to each SFA receiving state school funds based on the lunches claimed for reimbursement the previous school year. School Districts and Education Service Districts are then required to transfer the state revenue match funds to the Non-Profit School Food Service account.
State-appropriated general purpose or undesignated revenues must be transferred to the Non-Profit School Food Service account in order to meet the matching requirement for SY 2022-23. An audit trail is required to verify that state funds were used to meet the matching requirement. Documentation of the state match must be submitted to ODE CNP.
If ODE CNP is unable to demonstrate that the matching requirement was met by using state revenues disbursed to SFA’s, USDA may recall or demand repayment of federal funds received for the NSLP.
ODE CNP appreciates your partnership in assuring all Oregon children are well nourished, ready to learn and able to make life-long healthy food choices. If you need additional information, please contact your assigned Child Nutrition Specialist.
