RE: Rural Non-Congregate Map Update – National Center of Education Statistics (NCES) Locale Lookup

This memo is to update SFSP and SSO sponsors seeking approval for rural non-congregate service sites.
Previously ODE CNP sent instructions to determine if a service site met the definition of “rural” for purposes of rural non-congregate service applications.
Recently ODE CNP learned that USDA will not accept the Rural Development map as an indicator of rural status and has instead provided an alternate option; The NCES Locale Lookup Map.
The NCES map is a USDA approved tool for use in designating rural pockets in summer 2023. Sponsors may enter the site address into the search bar to view the location’s determination based on NCES Locale Classifications
For purposes of rural non-congregate meal service, sites may be determined eligible if they fall within NCES Locale Classifications 41, 42, and 43 (green zones) for the purpose of making rural pocket designations.

If your organization has already submitted request for approval of a rural site using the Rural Development map, please do not send a new request. Your Child Nutrition Specialist will review your request and compare it to the information found in the NCES Local Locator Map. If there are any questions based on this comparison, your Child Nutrition Specialist will reach out for clarification.
