REMINDER: 2023-24 CIP Budget Narrative Assurances Due June 30, 2023
The Federal Systems Team, in partnership with the Multilingual and Migrant Education team, continues to explore strategies to strengthen the fiscal policies and practices necessary to implement federal ESSA Title programs and reduce administrative burden on districts. As part of this effort, the ODE will make key adjustments to the timeline that federal funds are available for submission and approval.
In order to be considered substantially approved the following assurance forms must be signed by a School District’s Superintendent or Designee and submitted via the CIP Budget Narrative Assurances Smartsheet Form by June 30, 2023:
These assurances will open April 1, 2023 and are due June 30, 2023. The Federal Systems Team at ODE stands ready to provide support. Please reach out to Kyle Walker, Federal Programs Analyst, with questions that you may have regarding this new process timeline.
Tydings Waiver Request to ED – Thank you for your input!
The Federal Systems team opened a Smartsheet Survey asking for public comment on the considered Tydings Waiver on March 20, 2023. The survey was sent out via a GovDelivery Communication to our Title Program contact listservs.
The survey closed on April 15, 2023 and 35 responses were received from superintendents, business managers and directors, program directors and coordinators, and administrators across the state. Based on the responses received, ODE is moving forward with the request to USED to:
- extend the period of availability for 2021-2022 Title I-C and Title III funds through September 30, 2024; and
- lift the 15% spending cap on carryover of 2022-2023 Title I-A If ODE’s request is approved by ED and a district takes advantage of the waiver to carryover more than 15% of its 2022-2023 Title I-A funds, the next time ODE will be able to allow carryover of more than 15% will be for 2025-26 Title I-A funds.
Please be aware that Tydings Waivers are not guaranteed to be approved and that Title funds should continue to be spent down before September.

ESSA Quick Reference Brief Spotlight: Community Eligibility Provision (CEP) and Title I-A
The Community Eligibility Provision (CEP) is a meal service option that allows schools and school districts to serve breakfast and lunch at no cost to all enrolled students without the burden of certifying students for meal benefits. Effective Braiding of Funds for Summer 2023

ODE has developed a workbook to support districts in building comprehensive summer programs utilizing multiple funding sources. This workbooks provides descriptions of funding sources that may be used for summer learning and includes a tool to help with budgeting.
This generalized tool is meant to be an optional resource for school and district planning purposes. There is no requirement to submit this tool to ODE.

Grant Opportunity: 21st Century Community Learning Centers (CCLC)
It is with great excitement that the Oregon Department of Education announces the launch of a new 21st CCLC grant competition for the 2023-2028 cohort of grantees. The 21st CCLC Request For Applications (RFA) along with supporting materials can be found on the 21st CCLC website. The deadline for submitting applications is May 26, 2023 by 11:59 PM.
Grants are awarded through a competitive process to Local Education Agencies (LEAs), Community-Based Organizations (CBOs), Faith-Based Organizations (FBOs), other private or public entities, or a consortium of these entities to provide comprehensive expanded learning (before, afterschool, summer) programs.
Several types of technical assistance are offered to all potential applicants in the planning, writing, and revising stages to encourage high-quality applications. All of these technical assistance opportunities are available at no cost to applicants. Offerings include:

Online Resources: The ODE 21st CCLC website, ODE Summer Learning website and the links located in the RFA offer helpful resources.

Weekly Office Hours: ODE staff will be present to answer questions and applicants can come in and out of the meeting space as needed. There is no agenda or planned presentation for these meetings:

2023-24 Course to Endorsement Catalogue Posted
The Course to Endorsement Catalogue is a collaborative project between ODE and Oregon's Teacher Standards & Practices Commission (TSPC). The Catalogue includes descriptions of each course as defined by the National Center for Educational Statistics (NCES) and identifies, by endorsement, the courses that teachers are authorized to teach.
Districts are encouraged to read the descriptions for the course codes to select the course code that best fits the content being taught. The Catalogue is updated each year with minor changes to ensure consistency with NCES course codes.
As districts plan for next year, the 2023-24 versions of the Course to Endorsement Catalogue and the Course to Endorsement Look-Up Tool are now available on the ODE website. If you have questions about the catalogue, please reach out to Sarah Martin.
Multilingual/English Learner Resource Bank
The Multilingual/English Learner Resource Bank was created to support HB 3499 (2015). This bill directed the Oregon Department of Education (ODE) to create an online resource bank for sharing evidence-based, culturally responsive best and promising practices for serving multilingual/English Learner students and engaging their families.
During the 2021-22 school year, a cohort of Oregon educators worked on the “OER Development Grant: Supporting Students who are Emergent Bilingual” project. Together, they participated in professional learning and went through a process of developing, piloting, iterating, and evaluating lesson plans to contribute to the Oregon English Language Development group. At the end of the project, the final lesson plans were evaluated using the Oregon OER Quality Framework. The lessons that met this high quality standard are now featured as the first resources in the Multilingual/English Learner Resource Bank.
A big shout out to all of the grantees for their hard work on this project! We look forward to seeing this collection grow.

In collaboration with Together We Rise - Foster Love, the BrandSource Scholarship provides access to academic and workforce opportunities for America's current and former foster youth. Scholarship recipients receive up to $11,000 in an effort to alleviate the financial burdens associated with securing a trade certification, license and/or vocational degree. Meet Fatima Burney!

FST is excited to welcome Fatima Burney from Fort Worth, Texas. Fatima obtained a bachelor's in political science from TCU and she’s currently a master's candidate for a dual degree in public administration and international relations at Syracuse University in upstate New York.
Fatima is interested in working with marginalized communities, and communities of color through education policy implementation, and intergenerational approaches in social policy. In her role with the Federal Systems team, she’ll be supporting the McKinney-Vento and the American Rescue Plan for Homeless Children & Youth (ARP-HCY) and will have the opportunity to immerse herself in policy interpretation and Title program and grant management on different levels.
Fatima’s experience includes work with Breakthrough Collaborative, an educational nonprofit focused on developing underrepresented students, conducting research on first generation and low-income college students, and more recently consulting with a healthcare nonprofit in Ghana. Fatima’s goals include travel to the northern area of Pakistan which is supposed to be really beautiful.
