RE: Town Hall Invitation - Expanding Afterschool and Summer Experiences (EASE)

Greetings,

The Oregon Summer Learning Collaborative planning team is hosting a virtual Town Hall on Tuesday, April 11th, 2023 from 4:30 - 6:00 PM. The purpose of this virtual town hall is to provide an update on the State of Expanded Learning with remarks from Colt Gill, Oregon Department of Education Director; Senator Michael Dembrow, Senate Education Committee Chair; and Dr. Sheronda Flemings, Out-of-School Time Partnerships Fellow, U.S. Department of Education, Engage Every Student Initiative. There will also be a time for Q&A. Please register here if you would like to attend and see the attached flier for more information.

State of Expanded Learning in Oregon

There has been strong interest in the continuation of the Summer Enrichment Grants the Legislature passed for the summers of 2021 and 2022. Currently, there are two separate proposals for state summer learning grant funding, described below. We do not know at this time if either of these proposals will move forward, but will share an update at the Town Hall of what we know as of April 11th, 2023.

Senate Bill 531 has been introduced and referred to the Joint Committee on Ways and Means for further consideration. This bill includes funding for both summer learning and afterschool programming. Updates on the current status of the bill can be viewed on the State Legislature’s webpage.
The Governor’s Recommended Budget includes funding for summer learning focused on early literacy (pgs. 19-20). This funding is part of House Bill 3198 and House Bill 3454. Updates on the current status of these bills can be found on the State Legislature’s HB 3198 and HB 3454 webpages.

ODE is hosting informational webinars around expanded learning and support for the 21st CCLC Grant to provide resources on high-quality after school and summer programming. Please check out this one-pager for more information and to register.
