2022-2023 Preliminary Allocations

Greetings Federal Program Coordinators,

In January, Congress passed a spending bill which included appropriations for federal education grant programs for the 23-24 school year. The Oregon Department of Education Federal Systems Team has received preliminary allocations for the following grants:

Title I-A

Title I-D, Subpart 2

Title II-A

Title IV-A

Districts can find all preliminary allocation information on the ESEA Allocations Webpage.

Please note that these allocations are not final and should be used to cautiously guide planning for the upcoming school year. Additionally, there are several factors that impact district level allocations. Preliminary allocations are based on the U.S. Department of Education’s budget and allocated to states and districts based in part on census information.  As a result, small corrections to this nationwide data may result in changes to your district’s allocation for SY 2023-24.  The Federal Systems Team at ODE expects to receive final allocations in June or July of this year.

Title I-A

The Title I-A formula is based on census poverty data, which is calculated through the U.S. Census Bureau’s Small Area Income and Poverty Estimates (SAIPE) program.  This data is used by the U.S. Department of Education to compare poverty levels across the country and calculate corresponding allocations for states and districts.  

According to SAIPE Data, Oregon had an in census poverty student counts. As a result, Oregon received a preliminary Title I-A grant-in-aid allocation of $152 million for the 2023-24 school year.  This is a increase from $133.4 million received in 2022-23.


Title I-D, Subpart 2

Title I-D, Subpart 2 is funded through Oregon’s Title I-A allocation.  Districts receive funding on a per-pupil amount based on the October Caseload Count.  Due to a decrease in students being served in locally ran facilities, Oregon’s Title I-D allocation has decreased by $45,448.


Title II-A

Title II-A grants are allocated to each state based on a combination of census population and poverty information.  Similar to Title I-A, Oregon is expecting an increase in funding.  Oregon received a preliminary Title II-A grant-in-aid allocation of $19.1 million for 2023-24.  This is an increase of funds from $18.5 million in 2021-22.


Title IV-A

Title IV-A grants are allocated to districts based on the previous year’s Title I-A allocation awarded to, and accepted by, the district.  For example, a district who received 5% of Oregon’s Title I-A allocations to districts in 2023-24, can expect to receive 5% of Oregon’s Title IV-A allocations to districts.  Districts who did not qualify for, or accept, Title I-A allocations in the previous year do not receive a Title IV-A grant for the following school year.  Oregon’s preliminary Title IV-A grant-in-aid allocation for 2023-24 is $10.1 million, an increase of $139,807 from 2022-23.  Individual district allocations are also dependent on census poverty changes, as determined by Title I-A.
