During the COVID-19 Pandemic, the Oregon Department of Education Child Nutrition Programs (ODE CNP) temporarily extended the length of time a provider could be inactive in the operation of the Child and Adult Care Food Program (CACFP) from six months to twelve months. In the November 12, 2020 email titled, Temporary Policy Change due to COVID-19 Regarding Provider Closure due to Inactivity, ODE stated that ODE CNP will provide written noticed when this temporary notice is discontinued.
Effective February 1, 2023, ODE CNP is discontinuing the temporary policy change that allowed sponsors of Family Day Care Homes (FDCH) to terminate the participation in the CACFP of providers who have not submitted a CACFP claim for reimbursement in the previous twelve months. This re-implements the previous policy.
As of February 1, 2023, sponsors of FDCH’s are required to terminate the CACFP participation of providers who have not submitted a CACFP claim for reimbursement in the previous six months.
Sponsors must have the following:
- Written policies and procedures for closing provider agreements that have not submitted a CACFP claim for reimbursement in the previous six months, which includes:
- A system to provide written notice to the provider, prior to the sixth month of inactivity, of the requirement to terminate their participation in the CACFP and the effective date.
- Timeline that provider will be closed in CNPweb.
Providers terminated for this reason may re-apply at a later date with any CACFP sponsor. Providers who have been terminated for this reason must be treated as new providers if they re-apply to your program. They are required to be trained, complete all new paperwork, and have a pre-approval visit.
