CIP Budget Narrative Submission Reminders

The CIP Budget Narrative is where districts describe how they intend to use ESSA grant funds in service of school and district plans for continuous improvement. The 2021-22 CIP Budget Narratives for Titles I-A, I-D, II-A, IV-A and IV-B (REAP/RLIS) opened on August 9th and were due November 1st.

The Federal Systems Team recognizes the multiple demands districts are currently experiencing and is committed to working in partnership to ensure that they receive all funds for which they are eligible. Some additional dates to track are included below:

  • Carryover narratives open November 18, 2022 and are due Wednesday, January 18, 2023.
  • Funds will be frozen for any district that has not submitted the 2022-23 CIP Budget Narrative by February 1, 2023.
  • Funds will be liquidated for any district that has declined or has not applied for federal grants through the 2022-23 CIP Budget Narrative on June 1, 2023.

If your district has not yet submitted a particular narrative, please reach out to your regional specialist with questions or for support. Our team asks that any remaining Budget Narratives be submitted no later than December 19th to allow program specialists to review submissions in a timely manner prior to the holiday break.

ESSA Quick Reference Spotlight: Charter Schools & Title I-A

Did you know that district-sponsored charter schools may qualify for Title I-A funds and must be included in the rank and serve process in the same manner as all other schools in the district?

ESSER & GEER Update

The U.S. Department of Education (ED) has released a comprehensive update to the Elementary and Secondary School Emergency Relief (ESSER) programs and Governor’s Emergency Education Relief (GEER) programs May 2021 Use of Funds Frequently Asked Questions (FAQs). The ESSER and GEER Use of Funds FAQs December 7, 2022 Update includes 27 new FAQs drawn from inquiries from State and local educational agencies, along with revisions to eight existing FAQs.

This guidance:

  • Expands FAQs on school construction (B-6) and HVAC (B-7) to include information on prior approval and minor remodeling and HVAC improvements;
  • Provides additional information on liquidations (E-3b) and the circumstances under which program activities can continue after the liquidation period (E-3d); and
  • Outlines additional options for using ESSER and GEER funds to support mental health services for students and educators (C-14), reduce rates of chronic absenteeism (C-11), and promote workforce stability (D-1 and D-1.a).

The FAQs also includes a new Appendix B incorporating previously released, standalone FAQs such as those addressing the use of ESSER or GEER funds to support COVID-19 testing and vaccinations, public safety, and transportation.


Welcome Laura Remondino!

Laura Remondino

Laura Remondino joined the Federal Systems Team in January as an office specialist supporting Titles I-A, I-D, II-A, IV-A, V-B, and Private Schools. She’s from Forest Grove, OR where she worked at the middle school for six years including supporting the registrar’s office. She has had 9 years of administrative assistant/secretarial experience and holds an Associates of Arts Degree from PCC. 

 

When she’s not working she is spending time with her family which includes her husband, eight month old daughter, Camilla, and two golden retrievers.  She’s very excited to start her career with ODE and work with the Federal Systems Team!
