SFSP Renewal and Application Timelines

ODE CNP is adjusting the timeline for SFSP renewals. In the past, renewals had opened in early March and ended in mid-April. However, it was found that many organizations were unable to utilize the time in March as their organizations and partners were unable to finalize summer plans in early spring.

Current Sponsors:

SFSP Renewals for FY2023 in CNPweb will open on April 3, 2023 and close April 21, 2023. ODE CNP encourages SFSP sponsors to continue to reach out to their counterparts and partners to gather summer plans in March or earlier to ease the burden of the renewal process. ODE CNP will notify SFSP sponsors later this winter on annual SFSP training requirements.

New Applicants:

If you know of an organization that is interested in applying to become their own SFSP sponsor, meaning they have not previously operated the SFSP as a sponsor, please pass along that the application timeline has also been adjusted. This is due to new application requirements based on the SFSP Final Rule. All new SFSP applicants must submit an eligibility assessment by March 17, 2023.


Summer Meals Intent to Participate Survey

ODE CNP needs your help in planning for SFSP next summer. ODE CNP is gathering preliminary data to provide the USDA with the number of potential sponsors and sites we expect this summer. This data will help to fund the Summer Food Service Program and aid in developing targeted outreach strategies to increase overall participation.

To assist ODE CNP in compiling this data, we ask you to please take a few minutes and complete the SFSP Intent to Participate Survey by February 3, 2023. 


SFSP Final Rule Highlight: Offer Versus Serve

On September 19, 2022, USDA released the Final Rule titled 'Streamlining Program Requirements and Improving Integrity in the SFSP.'  This rule was proposed on January 23, 2020 and seeks to codify flexibilities that were previously allowed as state waivers. The new rules are effective October 1, 2022 and compliance is required as of May 1, 2023.

USDA developed a Comparison Table for the Final Rules which detail out Previous Regulations, the Previous Guidance and Waivers. In this month's newsletter, ODE CNP is highlighting Offer Versus Serve.

Please note that Offer Versus Serve will only be available to School Food Authorities going forward.

New Regulations

§ 225.16(f)(1)(ii) allows school food authorities (SFA) that are program sponsors to “permit a child to refuse one or more items that the child does not intend to eat”, which is referred to as offer versus serve (OVS), and follows the rules of the National School Lunch Program.

Through previous policy guidance in SP10, SFSP06-2017, Meal Service Requirements in the Summer Meal Programs, with Questions and Answers – Revised, Dec. 5, 2016, FNS extended the option to use OVS at all sites, regardless of location or type of sponsorship, and allowed SFA sponsors electing to use the SFSP meal pattern to use SFSP OVS guidelines.

That guidance was rescinded in 2018 by SFSP 01-2019, Summer Food Service Program Memoranda Rescission, Oct. 11, 2018. Since that time, FNS approved waivers of OVS requirements through individual and COVID-related nationwide waivers, most recently Nationwide Waiver to Allow Offer Versus Serve Flexibilities in the Summer Food Service Program for Summer 2021 Operations– EXTENSION 3, March 9, 2021.

Retains the requirement at § 225.16(f)(1)(ii) that only SFA sponsors may utilize the OVS option, consistent with the statute.

Allows SFA sponsors electing to use the SFSP meal pattern to use SFSP OVS guidelines.


Team Update: Welcome Natalie Bratton!

ODE CNP welcomes Natalie Bratton to the Community Team! Natalie is our newest Child Nutrition Specialist and will be working with both CACFP and SFSP Sponsors.

Natalie was born and raised in the Pacific Northwest and loves spending time outside in the rain.  She began her post-secondary education in Psychology at Western Oregon University and then pursued her ultimate passion of Nutrition at Oregon State University.  She joined Community Action Head Start not long after finishing school, starting as a Nutrition Assistant and eventually became the Nutrition Services Manager. Natalie is excited to be a part of the ODE Community Nutrition Team. In her free time, she serves on the Board of Creating Opportunities, a non-profit organization serving children with disabilities and their families and also enjoys cooking, baking, and playing violin with the local all-volunteer Salem Pops Orchestra. 

Natalie says she is looking forward to supporting Sponsors in the amazing work that you do!
